Opening of the year-end session of the 15th Provincial People's Council

The meeting took place under the chairmanship of comrades: Lo Van Phuong, member of the Provincial Party Committee, Chairman of the Provincial People's Council; Giang Thi Hoa, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council.

Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee attended the meeting.

Speaking at the opening of the session, Chairman of the Provincial People's Council Lo Van Phuong emphasized that the Provincial People's Council will consider, discuss and decide on many important contents on: The implementation of the socio-economic development plan, ensuring national defense and security in 2023 and the goals, tasks and solutions in 2024; reviewing reports on monitoring the settlement of voters' opinions and recommendations, work reports of the Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the Provincial People's Committee, the People's Court, the People's Procuracy, the Provincial Department of Civil Judgment Enforcement and other thematic reports. Listening to the Provincial Vietnam Fatherland Front Committee report on the activities of the Fatherland Front in participating in government building, synthesizing voters' and people's opinions and recommendations; making proposals and recommendations to the Provincial People's Council and People's Committee; listening to the leader of the Provincial National Assembly Delegation announcing the results of the 6th session of the 15th National Assembly.

The Provincial People's Council will focus on discussing, reviewing and deciding to pass many important resolutions, especially the Planning of Dien Bien province for the period 2021 - 2030, with a vision to 2050; conduct questioning and answering questions for leaders and members of the Provincial People's Committee, leaders of the People's Court, People's Procuracy...

Also at this session, the Provincial People's Council will conduct a vote of confidence for the positions elected by the Provincial People's Council. This is an important monitoring content, demonstrating the Provincial People's Council's recognition and evaluation of the efforts and work results since the beginning of the term of those who are voted for confidence. Thereby, helping those who are voted for confidence see their level of confidence to strive and practice; it is the basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres; contributing to improving the effectiveness and efficiency of the state apparatus.

Speaking at the opening session, Secretary of the Provincial Party Committee Tran Quoc Cuong stated: The tasks in 2024 and the coming time are very heavy, requiring great efforts, determination and drastic actions of the entire political system from the province to the grassroots level. Determined to strive by the end of 2024, to basically complete and reach the target ahead of schedule the main targets and objectives set by the Resolution of the 13th Provincial Party Congress and the resolutions of the Party Congresses at all levels. Therefore, it is recommended that the Provincial People's Council and the delegates of the Provincial People's Council closely follow the guidelines, directions and orientations of the Central Committee and Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the midland and mountainous areas of the North and thematic Resolutions of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee; mid-term review of the implementation of the Resolution of the Provincial Party Congress and Resolution No. 23 of the Provincial Party Committee on the goals and tasks of socio-economic development, ensuring national defense and security and building the political system in 2024. Use that as a basis to concretize into mechanisms and policies that are close to the practical situation; propose specific solutions that need to be implemented in 2024 with high feasibility. Urgently allocate the capital plan for 2024; assign tasks to agencies and units to organize implementation from the first days of 2024.

The Provincial Party Secretary also emphasized 8 important groups of tasks that the Provincial People's Council needs to consider, discuss and give opinions. At the same time, he requested the Provincial People's Council and its delegates to uphold their sense of responsibility towards voters and people, focus on research, discuss frankly and seriously. Consider the necessity, legality and practical situation associated with tasks and feasible solutions, so that the resolutions after being passed can be effectively implemented. At the end of the session, organize meetings with voters, widely disseminate the contents of the resolutions of the Provincial People's Council to voters and people to soon bring the Resolution into life, creating trust and excitement among the people.

As planned, the meeting will take place from December 6 to 8, at Hall 2A, Provincial People's Committee.
