
Discussing the situation of "Implementing land allocation, forest allocation, granting of forest land use right certificates; payment for forest environmental services in the period of 2019-2023, in Dien Bien province", delegate Mua A Vang, Dien Bien Dong district said that the slow progress of land allocation and forest allocation was due to overlapping of many types of land (agricultural land, forest land...); in addition, compensation for site clearance was limited to forest land, while reclaimed land and other land were compensated at higher prices than forestry land.
Proposing a solution to this problem, delegate Nguyen Quang Hung, Dien Bien Phu city, said that it is necessary to continue promoting propaganda work, with the participation of the village level, especially the party secretaries and village chiefs; it is necessary to delimit the disputed areas for later implementation.
Some other delegates said that the difficulties and obstacles were partly due to the farming practices of ethnic minorities, infertile land was abandoned elsewhere, left fallow for 3-5 years, even 10 years; when other people came to cultivate, disputes arose between households. In addition, due to the management of local Party committees and authorities not being strict, not detecting and handling in time, some households encroached on forest land for farming; the origin of the land was not clearly identified. Changes in legal policies over many periods.
Regarding the tourism sector, delegate Bui Anh Tien, the delegation of Dien Bien Phu City, said: Resort and eco-tourism in the province still has many limitations; the number of tourists in the first 6 months of the year is high but the number of guests staying is low. Propose that the Provincial People's Committee issue policies to build specific tourism products of the province to attract tourists; policies to attract investors in tourism; pay attention to investing in accommodation facilities, food services, etc.

Sharing the same opinion on this field, delegate Tan Thi Pen, Tua Chua district delegation, suggested that it is necessary to promote and attract investment in developing infrastructure for Dien Bien Phu - Pa Khoang Tourist Area to be worthy of its status as a National Tourist Area. Attention should be paid to community tourism, as this is the best solution to preserve and promote national cultural identity and natural landscapes.
Regarding the low disbursement rate of public investment capital and slow progress of projects, some delegates suggested that the Provincial People's Committee should have more drastic solutions in site clearance and create a transparent investment and business environment to attract investors.
At the question and answer session, delegate Giang Thi Duyen, a delegation of Muong Nhe district, questioned the leaders of the Department of Transport about the delay in the construction of Nam Nhe II bridge (after nearly 1 year of bridge damage), who is responsible? What is the expected time for completion, putting the new bridge into use and traffic? How will the plan to repair and fix the temporary Nam Nhe II bridge be implemented?
The representative of the Department of Transport replied: The time for the project to be permitted by the competent authority to prepare for investment until the commencement of construction is about 6.5 months (from December 5, 2023 to May 28, 2024), which is in accordance with the regulations on time for the steps to be taken in the project that require 2-step design and must carry out bidding procedures to select contractors. The estimated time for completion, putting the new bridge into use and circulation, according to the signed construction contract, the contract implementation time is 135 days (from the commencement date). Immediately after the project started, although the capital had not been allocated (only 450 million VND/37.8 billion VND had been allocated), the Department requested the contractor and supervision consultant to calculate the progress critical path as a basis for mobilizing machinery, equipment, and human resources to work in 3 continuous shifts, striving to overcome the flood in early July. Up to now, all 16/16 bored piles and 2 T2, T3 piers in the middle of the stream have been completed, and the cap beams are being poured, 10/30 girders have been completed. It is expected that the first span will be launched by July 25, striving to open the technical traffic of the Project before September 2, 2024.

Delegate Giang Thi Hoa, Muong Ang district delegation questioned the Provincial People's Committee: Currently, the situation of people using herbicides is relatively common, causing the risk of polluting water sources, soil, crops, greatly affecting the ecosystem and human health. Does the Provincial People's Committee have any specific instructions to strictly control the purchase and use of herbicides? What effective solutions are needed in the coming time?
Responding to this content, Comrade Lo Van Tien, Vice Chairman of the Provincial People's Committee, said: Up to now, there have been 422 establishments trading in plant protection drugs (PPE). The Provincial People's Committee has directed the specialized management agency (Department of Agriculture and Rural Development) to issue documents directing and guiding the management and use of plant protection drugs; organize propaganda and guidance on the trading and use of plant protection drugs in many forms. Build production models in the direction of safety, ecology, and minimize the use of input chemicals. From 2023 to present, the Department of Agriculture and Rural Development has organized 8 inspections of legal regulations for 190 establishments trading in plant protection drugs (including herbicides). The inspection results showed that the herbicide products at the establishments were still within the expiry date and were on the list of drugs permitted for use in Vietnam. In the coming time, to effectively manage the use of herbicides, helping to minimize the impact of herbicides on human health and the ecological environment, the Provincial People's Committee will continue to direct the Department of Agriculture and Rural Development, relevant agencies, People's Committees of districts, towns and cities to strengthen inspections of trading establishments and users of herbicides, strictly handle violations; continue to direct People's Committees of districts, towns and cities to strictly implement the collection and treatment of pesticide packaging.
In addition, the provincial People's Council delegates also raised questions related to the fields of education and training; natural resources and environment; job creation... Leaders of relevant departments and branches answered satisfactorily.
After 1.5 days of working with a spirit of democracy, objectivity and high responsibility, the Provincial People's Council unanimously passed 14 important resolutions. At the same time, the Provincial People's Council sent a report to the delegates for their study and participation in 11 contents and 3 verification reports.
In his closing speech, emphasizing the need to put the Resolutions into practice soon and successfully implement the goals and tasks of socio-economic development and national defense and security in 2024, Chairman of the Provincial People's Council Lo Van Phuong requested the Provincial People's Committee, sectors and levels to urgently have specific plans to effectively implement the contents of the Resolutions. Provincial People's Council delegates should promote their role and responsibility in supervising, grasping the situation, and aspirations of voters and people during the implementation process.
