Calling for investment in waste treatment plant project in Con Dao

According to the leaders of the Department of Finance of Ba Ria - Vung Tau province, this project has been approved in principle for investment by the People's Committee of Ba Ria - Vung Tau province in Decision No. 3319/QD-UBND dated December 26, 2022, and amended and supplemented in Decision No. 373/QD-UBND dated February 17, 2025. Accordingly, the project is implemented in the form of selecting investors without auctioning land use rights and without organizing bidding to select investors. The Department of Finance has posted full information about the project on the National Bidding System and the Department's Electronic Information Page, creating conditions for investors to access publicly and transparently.

In Con Dao, there are about 100,000 tons of garbage remaining at the waste treatment plant located in Bai Nhat area.

Accordingly, investors wishing to participate need to prepare a dossier requesting to implement an investment project in accordance with the provisions of the Investment Law 2020, Decree 31/2021/ND-CP and related guiding circulars. The dossier includes documents such as: a written request to implement an investment project (including a commitment to bear all costs and risks if the project is not approved), documents proving legal status and financial capacity (such as financial statements for the last 2 years, financial support commitment from the parent company or credit institution, financial guarantee, etc.). In addition, investors need to submit a detailed project proposal including information on scale, location, investment capital, capital mobilization plan, implementation progress, land use demand, labor, investment incentive proposals, socio-economic and environmental impact assessment according to regulations.

The dossier is made into 8 sets, including 1 original set, sent to the provincial centralized reception and result delivery department, address: No. 4 Nguyen Tat Thanh, Phuoc Trung ward, Ba Ria city.

The investment in the construction of a waste treatment plant in Con Dao is considered necessary and urgent, in the context of the increasing amount of domestic waste in the island district, causing great pressure on the environment, directly affecting the lives of people and the tourist landscape. When completed, the project will contribute to thoroughly solving the problem of on-site solid waste treatment, protecting the natural ecosystem, and at the same time supporting the orientation of green and sustainable tourism development of Con Dao in particular and Ba Ria - Vung Tau province in general.
