Traffic connection in Dung Quat Economic Zone

(Quang Ngai Newspaper) - Dung Quat is a comprehensive, multi-sector, multi-field economic zone, identified as the place to form the National Oil Refinery and Energy Center; a logistics center, a large urban and service center of the province and the region. Therefore, prioritizing investment in beltway and intra-regional traffic infrastructure for Dung Quat Economic Zone is an extremely necessary issue to serve the goal of comprehensive and sustainable development.

Head of the Management Board of Dung Quat Economic Zone and Industrial Zones of the province, Tran Van Man, said that Dung Quat Economic Zone currently has a convenient belt transport system, including roads, waterways, airways and railways. Thereby, creating favorable conditions for enterprises to operate production, transport goods, and improve competitiveness. In particular, Dung Quat deep-water port and Chu Lai airport are playing the role of a hub for transporting goods and international trade for the entire Central and Central Highlands regions. This is also a "plus point" for investors to boldly invest in Dung Quat Economic Zone.

According to the announcement of the Ministry of Construction, currently at Dung Quat deep-water port, there are 7 ports in the list of Vietnamese seaports, including: Dung Quat Oil Refinery Product Export Port; PTSC Quang Ngai Port; Germadept Dung Quat Port; Hoa Phat Dung Quat General Container Port; Doosan - Dung Quat Port; Hao Hung General Port; and Hoa Phat Dung Quat Iron and Steel Complex Specialized Port. With a convenient seaport system, enterprises investing here have enjoyed cheap transportation costs for importing machinery, equipment, and raw materials, and when exporting goods, they have conditions to reduce product costs due to low transportation costs.

Regarding road connections, along with National Highway 1, there are routes that have been and are being built such as Hoang Sa - Doc Soi (total investment of 3,500 billion VND), Dung Quat - Sa Huynh coastal road (total investment of nearly 5,000 billion VND). In addition, there is the Da Nang - Quang Ngai expressway. However, the Tri Binh - Dung Quat port beltway is not yet connected to the expressway. Hopefully, when the Dung Quat - Tri Binh intersection is completed, it will be an important traffic hub, directly connecting Dung Quat Economic Zone with the North - South expressway. From there, the east - west dynamic traffic axes will be formed in accordance with the direction of the approved Project on Adjusting the General Planning for Dung Quat Economic Zone Construction to 2045.

According to the report of Dung Quat Economic Zone Management Board and the provincial industrial parks (Management Board), currently, the entire Dung Quat Economic Zone has 29 traffic routes, with a total length of nearly 50km. However, most of the routes were built a long time ago, with relatively small investment scale, lack of synchronization, and low connectivity. Some routes have steep slopes and are seriously degraded, affecting traffic safety for people and businesses in transporting goods.

In 2024, the Provincial People's Council approved the investment policy for the project to upgrade and expand the traffic infrastructure system in Dung Quat Economic Zone, with a total investment of 350 billion VND from the provincial budget. The project is invested by the Dung Quat Economic Zone Management Board and the provincial industrial parks; implementation period is from 2024 to 2027. The project has an investment scale, including upgrading, expanding and investing in new Tri Binh - Thien Dang roundabout route (about 3.4km); Thien Dang roundabout - Chu Lai route (about 1.8km long); route connecting National Highway 1 - Tinh Phong - Binh Tan, phase 1 (about 1.5km); Lam Vien - Van Tuong route (new investment in the last section of the route about 1.1km).

According to the Management Board, this project has been added to the medium-term public investment plan for the period 2021 - 2025. In 2025, the province has allocated 100 billion VND from the local budget to implement the project; the remaining 250 billion VND will continue to be allocated in the following years. Currently, the Management Board is organizing a bidding process to select a consulting unit to prepare the design and construction drawings of the project, determined to start construction before June 2025. The goal of this project is to gradually complete the traffic infrastructure system and technical infrastructure according to the plan, ensuring smooth connectivity in Dung Quat Economic Zone and surrounding areas.

Recently, the Management Board continued to recommend that the province add Highway 24C (from Binh Thuan intersection to Dung Quat port) to the medium-term public investment plan for the period 2021 - 2025, creating a premise for investment in the period 2026 - 2030. Currently, this route has not been invested synchronously, not meeting the load capacity for transporting super-sized and super-heavy equipment through Dung Quat port to Highway 1 and the Quang Ngai - Da Nang expressway. Meanwhile, there are currently large projects such as Upgrading and expanding Dung Quat Oil Refinery, Hoa Phat Dung Quat 2 Iron and Steel Complex, General - Container Port; mechanical projects, port services, especially the Railway and Special Steel Production Project under construction, the demand for transporting goods, construction materials, and equipment will increase dramatically. Therefore, investing in upgrading the traffic infrastructure system in Dung Quat Economic Zone is very necessary.
