Phuc Tho district has positive changes in land management along the Red River.

Kinhtedothi - On the morning of October 30, the Supervisory Delegation of the Standing Committee of the Hanoi People's Council, led by Vice Chairman of the People's Council Pham Qui Tien, worked with Phuc Tho district on planning, land management, and construction order in riverbank and outside dike areas in the area.

Completing the regional construction planning with a vision to 2050

Reporting to the monitoring delegation, Vice Chairman of the People's Committee of Phuc Tho district, Le Van Thu, said that in the area, there are 5 communes with land outside the dike and Red River bank, including Sen Phuong, Xuan Dinh, Van Phuc, Van Nam, and Van Ha. The total area of ​​land outside the dike belonging to the 5 communes is 1,934.72 hectares.

In recent years, the implementation of planning and management, construction investment, dike and land management, and construction activities in riverbank areas and outside the Red River dike in the district have had many positive changes.

Many planning projects have good planning quality, meeting the socio-economic needs of the locality. The planning projects all choose to focus on developing infrastructure, considering management and construction as one of the breakthroughs to build a civilized and modern countryside. Along with that, the work of maintenance, renovation and reconstruction is gradually strengthened.

Thanks to that, the appearance of rural communes has changed a lot and especially the compliance with the State's laws on construction standards, safety standards, and environmental protection. Projects and construction works have been implemented quite well in terms of construction quality as well as synchronous technical infrastructure according to usage requirements...

Regarding some specific results, regarding the implementation of planning and management, investment in construction according to the planning of riverbank areas, outside the Red River dike in the area, the People's Committee of Phuc Tho district has directed the Urban Management Department to coordinate with the People's Committees of communes and towns to review the implementation of the general construction planning of the district, serving the work of making construction planning for the district area.

Up to now, the People's Committee of Phuc Tho district has completed the Construction Planning of Phuc Tho district area to 2030 and vision to 2050 and is waiting for the Capital Planning, Adjustment of the General Construction Planning of Hanoi Capital approved by the Prime Minister to submit to the Department of Planning and Architecture for appraisal and approval by the People's Committee of Hanoi. The People's Committee of the district has approved the general construction planning of 2 communes Xuan Dinh and Sen Phuong (2 communes in the Red River area).

Regarding dike management and land management, every year the People's Committee of Phuc Tho district has issued notices for organizations and individuals to register projects and construction investment works in the district-level land use plan. At the same time, the district organizes inspections, checks and handles violations according to its authority. From January 1, 2021 to June 31, 2024, the district police coordinated with functional units of the superior police to arrest and handle cases and subjects of illegal sand mining in 13 cases...

Clarifying the work of granting land use right certificates outside the dike

The Vice Chairman of the People's Committee of Phuc Tho district said that the planning, land management, and construction order in the riverbank area, outside the dike in the area still have some shortcomings, limitations, and inadequacies. Many roads have been planned but are slow to be implemented; the flood prevention and control planning for the Day River has been approved by the Prime Minister with the regulation of construction density not exceeding 15% to ensure flood drainage space, leading to difficulties in investment, construction, and planning for communes in the riverbank area...

At the working session, members of the monitoring delegation were interested in, discussed and requested the district to clarify the work of granting certificates of land use rights in the beach area and outside the dike; the work of managing construction order outside the dike; the delay in completing the planning of 5 communes outside the dike; the management of 5 construction material transit areas in the river beach area; and the work of coordinating with Vinh Phuc province in managing and handling the exploitation of sand in the Red River.

Speaking at the meeting, Vice Chairman of the City People's Council Pham Qui Tien acknowledged Phuc Tho district's proactiveness in land management, construction order, dike management, and flood drainage; especially in strengthening the handling of old violations and preventing new violations.

To do well the work of planning, land management, construction order, and dike management of flood escape corridors, the Head of the monitoring delegation requested the People's Committee of Phuc Tho district to be more determined and focused in directing the implementation; at the same time, supplement and clarify the report to the monitoring delegation during inspection and handling.

Emphasizing that the 2024 Capital Law has many contents related to concentrating resources and prioritizing the implementation of the Red River and Duong River Zoning Plan in accordance with the Capital Planning and the Capital Master Plan, the Vice Chairman of the City People's Council requested that the District Party Committee, People's Council and District People's Committee pay attention to reviewing and promptly implementing the tasks prescribed in the Law.

The head of the monitoring delegation also requested the departments to guide and inspect the implementation of contents related to planning work, guide the districts to remove difficulties and obstacles in the process of establishing and approving detailed plans 1/500 according to their authority; and grant licenses and manage construction works outside the dike.
