Building a border light map

In recent years, Hien Kiet has received great attention from the Party and the State through programs such as the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719), the Sustainable Poverty Reduction Program and the New Rural Development Program. Thanks to that, the appearance of this border commune changes every day.

The most obvious feeling is that electricity has come to light up the village, concrete roads connecting villages, schools and medical stations have been built spaciously. Telephone and internet signals cover the whole commune, providing opportunities to access information, improving the spiritual life of the people. Students can go to school regularly and cultural and social activities have gradually become the fulcrum for building a developing community.

From the capital of the National Target Program 1719, in 2024 alone, Hien Kiet commune has invested in construction with a total amount of 3.1 billion VND. Of which: Chao village irrigation ditch, Hien Kiet commune 567 million VND and Ho village irrigation ditch, with a cost of 1.1 billion VND. Taking advantage of resources from national target program projects, along with the consensus of the people, Hien Kiet commune has been recognized as meeting 10/19 new rural criteria. Currently, Chieng Cam village alone is being selected by the Provincial Border Guard Command, Hien Kiet Border Guard Station, Quan Hoa District Party Committee and People's Committee to build a model of "Bright Border Village" and is striving to reach the finish line of the new rural village.

The newly built Chieng Cam village cultural house is spacious, with basic cultural facilities to meet the needs of cultural activities, arts, and conference organization of the people. The highlight of the cultural house is the 2 law bookcases donated by officers and soldiers of the Hien Kiet Border Guard.

Legal propaganda - the foundation for maintaining border areas

As a border commune with a special location, Hien Kiet always faces many challenges in terms of security and order. Complicated factors such as smuggling, illegal border crossing, illegal religious propaganda, or the infiltration of various types of criminals always pose a potential risk to people's lives and regional stability.

Realizing this, the Hien Kiet commune government has determined that the work of propagating and disseminating the law is not only a regular task but also an important foundation to protect territorial sovereignty and maintain border security.

In 2024, Hien Kiet Border Guard Station coordinated with local authorities to organize more than 20 concentrated propaganda sessions, attracting the participation of 1,248 officers and people. The propaganda content focused on methods and tricks of criminals, especially cybercrime, child marriage, drowning prevention and illegal immigration. The commune's loudspeaker system alone broadcast more than 600 minutes of propaganda content, contributing to spreading information to every corner of the commune.

In addition, propaganda work in villages is also regularly and flexibly deployed. In 7 villages of the commune, more than 450 people participated in direct legal propaganda sessions.

In particular, Chieng Cam village has emerged as a bright spot in building the model of “Bright village in the border area”. Here, the village cultural house is not only a place to organize cultural activities, but also a center for disseminating the law with two legal bookcases donated by Hien Kiet Border Guard Station.

Propaganda sessions on preventing drug crimes, human trafficking, illegal immigration, or preventing child marriage and incestuous marriage are held periodically in villages, attracting a large number of people to participate. For remote villages such as Chieng Cam or Poong, border guards and local authorities have actively “gone to every alley, knocked on every door,” and talked directly to ensure that all information reaches every household.

In addition, the commune government also combines legal propaganda with cultural and sports activities, creating a joyful and cohesive atmosphere in the community. Propaganda festivals at the village cultural houses not only help people better understand legal regulations but also strengthen solidarity and arouse self-awareness in protecting the national border area.

Mr. Vi Van Thi, a prestigious person in Chieng Cam village, shared that the work of propagating and disseminating the law is always prioritized and regularly deployed in this border village. As a bridge between the government and the people, he regularly coordinates closely with the officers of Hien Kiet Border Guard Station and the village management board to update and discuss the contents of propaganda books and newspapers, then conveys them in an easy-to-understand and close way to the people.

“We not only impart knowledge about the law but also guide people on how to apply it in their daily lives, from protecting forests, maintaining security and order to building a cultured family,” Mr. Thi confided.

Thanks to practical propaganda and mobilization efforts, the people of Chieng Cam village have raised their awareness, actively competed in labor production, built new rural areas and protected their homeland's border areas. Social evils have been pushed back, and the cultural and spiritual life of the people has improved day by day. "Chieng Cam village is now not only bright with electricity but also bright with awareness and solidarity, a bright spot in the border area," Mr. Thi said proudly.

Strengthening People's Foreign Affairs

Along with propaganda work, Hien Kiet commune has expanded and strengthened foreign relations with the government and armed forces of Laos. This is an important factor in building a peaceful, friendly and cooperative border area.

People's foreign affairs activities between Hien Kiet commune and Laos are regularly organized in many diverse forms. On the occasion of the 75th anniversary of the founding of the Lao People's Army, the People's Committee of Hien Kiet commune coordinated with Hien Kiet Border Guard Station to visit and present gifts to the 215th Hin Dam Platoon, Laos. This visit not only demonstrated the friendship between the two sides, but also contributed to strengthening the connection in the management and protection of the common border.

On March 2, 2024, Hien Kiet commune organized the People's Border Defense Day, inviting the 215th Hin Dam Platoon to attend. This is an opportunity for the two sides to exchange, interact, strengthen relations and promote cooperation in the fields of national defense and security, economic development and cultural exchange. In particular, visiting and trading activities during the traditional Lao New Year are also carried out regularly, contributing to creating a strong relationship between the two sides.

Foreign affairs work does not stop at the government level, but also spreads to the community. People on both sides of the border often travel back and forth, exchange and support each other in production and life. This has created a border area that is not only safe but also rich in humanity, where the two peoples work together to protect the border and develop the economy and society.

Mr. Loc Van Lien, Chairman of Hien Kiet Commune People's Committee, affirmed: "Hien Kiet's socio-economic development is taking positive steps. The poverty rate will decrease by an average of 8.8% in 2024, security and order will be maintained, creating a premise for sustainable development."

With the consensus of the government and people, and support from all levels, Hien Kiet is increasingly affirming its role as a solid "fence" in the border area, contributing to protecting the territory and building an increasingly prosperous homeland.
