Mobilizing 45,000 billion VND to build model new rural areas

That is the information shared by Mr. Do Gia Khanh, Chief of the Office of New Rural Area Coordination of Hai Phong City at the monitoring conference of the Standing Committee of the Vietnam Fatherland Front Committee of Hai Phong City, on November 22.

From January 1, 2023 to present, the City's New Rural Area Coordination Office (under the Steering Committee of the National Target Program on New Rural Area Construction in Hai Phong City) has advised on the issuance of 2 Resolutions, 4 plans, 25 decisions and about 135 directive and administrative documents to help promote the construction of New Rural Areas in localities.

Mr. Do Gia Khanh, Chief of the Office of New Rural Area Coordination of Hai Phong City reported on the results of implementing the model New Rural Area in the area.

According to the report, Hai Phong is implementing the National Target Program on New Rural Development in 137 communes and 8 districts at 3 levels (commune, district, province) and 3 levels (New Rural Development - Advanced New Rural Development - Model New Rural Development). Currently, the Central Government has not issued a set of criteria for model New Rural Development districts. Therefore, the implementation of building model New Rural Development in the city is being carried out at the commune level.

By the end of 2019, Hai Phong had completed the construction of 137/137 communes meeting NTM standards according to the sets of criteria for the 2011-2015 period and the 2016-2020 period. From 2020, Hai Phong began to implement the construction of model NTM communes. Of which, 8 pilot communes will be implemented from 2020; 14 communes from 2021; 35 communes from 2022; 35 communes from 2023; 45 communes from 2024.

In the 2021-2025 period, to complete the model NTM commune, the communes will simultaneously implement 3 sets of criteria of a NTM commune, an advanced NTM commune, and a model NTM commune. In 2023-2024, Hai Phong will implement the construction of a model NTM commune in 115 communes. To complete thousands of NTM construction works, the communes have mobilized over 40,000 cases to donate 800,000m2 of land, and cleared the architectural works of over 37,900 cases.

Thinh Phat shrimp paste, an OCOP product of An Lao district, Hai Phong city, helps the locality complete the criteria for building a model new rural area.

Hai Phong has 226 cooperatives operating effectively and having stable value chain linkage contracts; 186 economic models applying high technology. Per capita income in rural areas in 2023 will reach 64.6 million VND/person/year; in 2024 it is estimated to reach 68.5 million VND/person/year. The multidimensional poverty rate in rural areas in 2023 is 0.49%. Hai Phong strives to have no multidimensional poor households by 2024.

Statistics show that Hai Phong mobilized an estimated 45,000 billion VND in resources in 2023-2024 to build new rural areas, including: Direct budget capital; Integrated capital; Credit capital; Capital mobilized from enterprises; Capital mobilized from the people.

In addition to the achieved results, the construction of a model new rural area in Hai Phong still has many shortcomings and obstacles. The sustainability in implementing some contents and criteria of new rural areas is not high. The results of building new rural areas are not substantial and comprehensive, some criteria have only reached the minimum prescribed threshold. Rural infrastructure has been invested and upgraded but is still limited compared to the speed of development and urbanization. The implementation of mechanisms and policies to support the development of agricultural production still has many difficulties, failing to meet the goals and requirements of the Program.

At the monitoring session, the leaders of the New Rural Area Coordination Office requested the Hai Phong City Fatherland Front Committee to direct the implementation of monitoring and social criticism during the process of building the New Rural Area; continue to effectively implement the Campaign "All people unite to build the New Rural Area and civilized urban areas".

Chairman of the Vietnam Fatherland Front Committee of the city Dao Trong Duc delivered a concluding speech at the monitoring session.

Concluding the monitoring session, Chairman of the Vietnam Fatherland Front Committee of the city Dao Trong Duc requested the New Rural Area Coordination Office to absorb the opinions and contributions of the members of the Monitoring Delegation and at the same time step up consultation on mobilizing resources, mobilizing people to donate land, selecting good models and methods to spread and replicate the meaning of building a model new rural area.
