Hai Phong strives to become a highly developed city among the leading cities in Asia and the world.

The Government has just issued Resolution No. 7/NQ-CP dated January 10, 2025 on the Action Program to implement Conclusion No. 96-KL/TW dated September 30, 2024 of the Politburo on continuing to implement Resolution No. 45-NQ/TW dated January 24, 2019 of the 12th Politburo on building and developing Hai Phong City to 2030, with a vision to 2045.

The Resolution clearly states that in the coming time, in addition to regular tasks, the Government requires ministries, ministerial-level agencies, government agencies, Hai Phong City People's Committee and localities nationwide to specify and organize the implementation of 7 tasks and solutions.

Thoroughly grasp, propagate, disseminate information and implement Conclusion No. 96-KL/TW

Relevant ministries, agencies, Hai Phong City and localities nationwide proactively coordinate well with news agencies, newspapers and media to research, thoroughly understand, propagate and disseminate information on Conclusion No. 96-KL/TW and the Government's Action Program to implement Conclusion No. 96-KL/TW to cadres, party members, civil servants, public employees, workers under their management authority and all people to change awareness and high determination of sectors and levels.

Continue to focus on thoroughly grasping and effectively propagating the implementation of Resolution No. 45-NQ/TW in conjunction with Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045, in order to continue to create high unity and a fuller and deeper awareness of the role, strategic position and importance of Hai Phong City in the Red River Delta region and the whole country.

Strengthening linkages to form industry clusters, economic zones and industrial parks; researching the construction and establishment of a Red River Delta innovation center in Hai Phong city.

Increase attraction of development investment capital, focus on investment in key infrastructure projects with inter-regional connectivity and promote regional linkages.

Focus on attracting resources to increase the scale and efficiency of investment, complete the synchronous socio-economic infrastructure. Preserve and promote the values of cultural heritage, historical-cultural relics, scenic spots, intangible cultural heritage, relics, antiquities, national treasures, and documentary heritage of the city.
