Towards smart healthcare

- Promoting digital transformation, the provincial health sector is gradually contributing to improving the quality of disease prevention and medical examination and treatment for people.

Actively transforming digitally

In recent times, the provincial health sector has actively deployed many information technology applications in preventive health activities, medical examination and treatment, and state management of health. Specifically, the document management and document administration of VNPT-ioffice has been deployed from the Department of Health to all units in the sector.

At the same time, connect to 100% of commune, ward and town health stations; 100% of medical examination and treatment facilities use electronic chip citizen identification cards to replace health insurance cards; 100% of units have implemented hospital fee payment via banks; 100% of hospitals have deployed HIS hospital information management software; 100% of medical examination and treatment facilities in the province have connected, shared, and communicated medical examination and treatment data and paid medical examination and treatment costs with the Social Insurance agency via the Health Insurance appraisal portal. An online meeting system has been set up from the Department of Health to district-level units. All facilities can extract output data according to regulations.

Through smart applications, medical facilities have provided patients with full information about the process and location of medical examination and treatment; administrative procedures, policies and regimes on medical examination and treatment; simplified procedures and processes; publicly and transparently posted for people to know and monitor; established a customer care department to provide consultation and guidance via phone and website.

The Provincial General Hospital is currently one of the pioneering medical units in implementing digital transformation. Doctor Pham Thi Anh Tuyet, Head of the General Planning Department, Provincial General Hospital said: Applying IT at medical examination and treatment facilities, the hospital has 1/8 groups reaching the advanced level and 5/8 groups reaching the basic level.

Regarding the use of electronic health records on the VNeID application, currently 100% of hospital staff have installed the VNeID application with level 2 identification and 20% have activated and used it proficiently; 20% of outpatients are informed about the benefits of using electronic health records and are instructed to install and use electronic health records on the VNeID application; 20% of inpatients are informed about the benefits of using electronic health records and are instructed to install and use electronic health records on the VNeID application. In 2025, the unit strives to complete and put into use electronic medical records.

Towards smart healthcare development

By gradually promoting digital transformation and putting electronic medical records into use at medical units, the health sector is also gradually building a smart health system so that state management agencies and medical units can access accurate and timely data; proactively forecast and effectively prevent epidemics; coordinate emergency activities outside hospitals and overload at hospitals; inspect and supervise private medical practices; and perform better medical examination and treatment. Digital transformation helps save time, costs and limit risks and complications during treatment; reduce administrative workload, medical staff have more time to develop their expertise; build the image of a civilized, modern hospital, dedicated to patients.

When the smart medical examination and treatment system is put into operation, people can easily access medical information; reduce administrative procedures, ensure fairness when performing medical services; avoid unnecessary medical risks such as confusion about diagnosis or treatment information; use advanced, high-quality and more convenient medical examination and treatment services; and be transparent in paying for medical services.

The benefits of digital transformation in the healthcare sector are enormous. Therefore, in the coming time, the healthcare sector will continue to promote the application and development of digital technology and smart technology, contributing to the construction of a modern, high-quality, fair, transparent and efficient healthcare system, helping people easily access healthcare information to use highly effective healthcare services and be protected, cared for and improve their health throughout their lives.

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and the health sector towards digital transformation, up to now, the health sector has advised on completing the Project "Digital transformation, smart health in the period 2025 - 2030 of the health sector of Tuyen Quang province"; advised on completing the draft Plan "Deploying electronic medical records at medical examination and treatment facilities with beds in Tuyen Quang province"; continued to deploy digital health platforms including the electronic health record platform, the platform to support remote medical examination and treatment consultation.

Along with that, the industry deploys and completes Electronic Medical Records, digital transformation at units: provincial hospitals, district general hospitals, District and City Medical Centers according to the roadmap for implementing Circular No. 46/2018/TT-BYT dated December 28, 2018 of the Ministry of Health regulating Electronic Medical Records; meeting the criteria specified in Circular 54/2017/TT-BYT dated December 29, 2017 of the Ministry of Health promulgating the Set of Criteria for applying information technology at medical examination and treatment facilities".

With smart healthcare, medical facilities can enhance consultation with experts; connect with upper-level hospitals; support people right from the hospital gate, reducing unnecessary waiting time. Through electronic health books, management agencies can detect and prevent diseases effectively in the community. Treatment facilities can provide convenient and effective care and treatment thanks to previous medical examination and treatment data integrated into the electronic book.
