Meeting of the Party Executive Committee of the Provincial People's Committee

At the meeting, the Provincial Party Committee listened to and commented on the results of the first quarter of 2025. This is also the time when the Provincial Party Committee was established. However, the Party Committee has proactively and actively directed and developed the Operating Regulations, established Party organizations after rearranging and streamlining the organizational apparatus, established advisory and support agencies, issued the Work Program, Inspection and Supervision Program, and Resolution on directions and tasks for 2025 for implementation.

At the same time, direct specialized agencies to advise and assist the Party Committee, cadres, party members, civil servants and workers to make efforts, try hard, overcome all difficulties, proactively advise effectively on the political tasks of the Party Committee, promptly organize meetings of the Executive Committee, Standing Committee and Standing Party Committee to lead and direct the Provincial People's Committee and the Chairman of the Provincial People's Committee in performing socio-economic development tasks.

This has contributed to ensuring the province's socio-economic development goals and plans, ensuring the growth target in the first quarter of 2025 of 10.91%, an increase of 0.41% compared to the scenario, ranking 3rd in the Red River Delta region, and 7th in the country. The industrial and service sectors continue to affirm their role as the main driving force in the province's growth (increasing by 10.14% and 14.19%, respectively).

The fields of education and training, health, labor, employment, culture, society, and sports continue to receive attention; social security is ensured; national defense, security, social order and safety, border and island sovereignty are maintained. The plan to reorganize specialized agencies under the provincial People's Committee has been basically completed; decisions have been developed and issued to regulate the functions, tasks, powers, and organizational structures of specialized agencies and administrative organizations under the provincial People's Committee...

At the meeting, based on the reports, the Provincial Party Committee spent time reviewing and analyzing the results of the first quarter of 2025; assessing the impact of policies, developments, and international context to propose solutions to ensure growth targets in the next quarter. At the same time, a number of key tasks were proposed to strengthen leadership and direction of Party Committees to focus on protecting internal Party politics.

Directing this content, comrade Pham Duc An, Party Secretary, Chairman of the Provincial People's Committee, highly appreciated the proactiveness and positivity of agencies and units, especially the grassroots Party Committee. He emphasized: Implementing the tasks of the second quarter of 2025, Quang Ninh strives for a GRDP growth rate of 12.14%, this is a very high growth rate, requiring more determination and efforts of the entire provincial political system in the context of complicated developments in the international economic situation.

In the immediate future, the Department of Finance and the Provincial Economic Zone Management Board need to recalculate the impact of the new US tax policy on Vietnam, which is directly affecting the growth target and production activities in the province. It is necessary to proactively propose specific situations and scenarios to respond to situations that may occur. At the same time, seriously and effectively implement the socio-economic development tasks and state budget estimates for the second quarter of 2025.

In particular, focusing on site clearance to create clean land funds in economic zones and industrial parks to attract new generation, large-scale, high-tech foreign direct investment (FDI), especially in the processing and manufacturing industries of electronics, semiconductors, and artificial intelligence; actively accompanying and supporting businesses, creating all favorable conditions for the coal and electricity industries to develop stably; focusing on reviewing all non-budget projects being implemented, classifying obstacles and difficulties to completely resolve them.

At the same time, attract and support investors to implement new dynamic projects; prepare to organize tourism activities, festivals, especially a series of unique cultural, artistic and sports events to attract tourists; improve the effectiveness and efficiency of budget revenue and expenditure management and public investment. Continue to effectively implement the arrangement and streamlining of the apparatus, ensuring that the process of arrangement and organization of the apparatus does not affect the implementation of tasks and solutions for socio-economic development; study and propose decentralization and delegation of power options; improve the effectiveness of the operating mechanism and coordination between departments, branches and localities, ensuring synchronous, smooth and effective operations...
