On the morning of September 28, Prime Minister Pham Minh Chinh chaired a conference to review, evaluate and draw lessons from the work of preventing, combating and overcoming the consequences of storm No. 3.

Also attending the conference were Deputy Prime Minister Tran Hong Ha; leaders of central ministries, departments and agencies and 26 localities affected by storm No. 3.
At Ninh Binh bridge, the conference was attended by comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches, and units; People's Committees of districts and cities.
Storm No. 3 (Yagi) is a historic storm with very strong intensity and great destructive power, causing heavy rain in 26 provinces and cities in the Northern region, causing very serious consequences for people and property, negatively affecting production, business and people's livelihoods.
Immediately after the storm made landfall, with the close, timely and drastic leadership of the Politburo, the Secretariat, directly by General Secretary and President To Lam; the participation of the entire political system; the drastic, proactive direction and management, timely and effective response, early, from afar, directly at the scene of the Government, the Prime Minister, Deputy Prime Ministers, ministries, branches, localities; the support and companionship of the people, the business community, compatriots at home and abroad... minimized damage and promptly overcame the consequences of the storm and floods; contributed to supporting people and businesses to gradually stabilize their lives, restore production and business, actively promote economic growth, and control inflation.
However, the damage caused by storms, flash floods, and landslides is still very large, and there are still difficulties and problems: The loss of human life is still large (344 dead and missing), the number of deaths caused by landslides and flash floods (264 dead and missing) accounts for a high proportion. Means and equipment for disaster response, rescue, and relief work are still lacking and weak, not meeting the requirements, especially when situations occur in remote areas, in complex weather conditions such as storms, heavy rains, floods, and landslides.
The resilience of infrastructure in general, especially houses, disaster prevention and control works, and infrastructure is still low against the destructive power of storms and floods; the transportation system often experiences landslides, deep flooding, and isolation... There is no map of landslide and flash flood risks for each village so that people know as well as serve the work of relocation, population arrangement, and response direction...
For Ninh Binh province, with the proactive work of preventing and fighting storms and floods and the storm not making direct landfall, there were no human casualties in the province. All households in dangerous areas at risk of being affected by storms and floods were evacuated to safe places before the storm made landfall. The province's dyke system, pumping stations, dams, power grid and communication systems are still operating safely, ensuring flood prevention, drainage, and power supply for production and daily life of the people. Most of the flooded households are located outside the dyke. The total estimated damage in the whole province is 376.59 billion VND.
Immediately after the flood receded, local Party committees and authorities focused on directing and mobilizing cadres, soldiers, police, mass organizations, and militia to help people overcome the consequences of storms and floods; focused on mobilizing forces and means to repair and overcome incidents related to dykes, traffic, and construction. Focused on directing the handling of disinfection, sterilization, ensuring environmental sanitation, clean water, and disease prevention for humans, livestock, and poultry, preventing epidemics from occurring.
At the conference, the central and local ministries, branches and localities focused on discussing issues related to forecasting and warning of storm No. 3 and post-storm floods, landslides and flash floods; the implementation of work to overcome and repair damaged dykes, irrigation works, traffic routes, medical facilities, schools and infrastructure works; search and rescue work; ensuring communication; stabilizing commodity prices; results of implementing tasks and solutions to overcome the consequences of storm No. 3 and post-storm floods of the sectors and localities. At the same time, propose immediate and long-term solutions, practical lessons, so that the work of preventing and combating natural disasters can change strongly, effectively and efficiently in the coming time.
Concluding the conference, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the results and efforts of the entire Party, army and people of the entire political system in implementing the work of preventing, combating and overcoming the consequences of storm No. 3.
Regarding the key tasks in the coming time, Prime Minister Pham Minh Chinh requested all levels and sectors to continue to uphold the sense of responsibility, make efforts to overcome difficulties, and propose effective solutions to restore production and business, stabilize the material and spiritual lives of people affected by storms and floods; control inflation; review and repair electricity, traffic, water, and telecommunications infrastructure; and perfect institutions, decrees, and circulars to support storm and flood recovery.
Strengthen the National Civil Defense Steering Committee; villages, hamlets, and families that lost their homes need to be supported to rebuild, which must be completed by December 31, 2024, ensuring hard roofs, hard walls, and hard floors; immediately repair schools, clinics, and hospitals, no later than October 2024; review and effectively implement policies for those affected by the storm; organize a preliminary review, commend, and reward individuals and groups with achievements in the work of preventing, combating, and overcoming the consequences of storm No. 3; at the same time, strictly handle those who violate the law, affecting the work of preventing, combating, and overcoming the consequences of the storm; ensure environmental sanitation, and control epidemics.
