Comrade Duong Duc Toan, Vice Chairman of the Provincial Fatherland Front Committee chaired the conference.
Attending the conference were leaders of the Department of Home Affairs - the agency assigned to preside over the drafting of the resolution; along with representatives of a number of departments, branches and units in the province.
The draft resolution amending and supplementing Resolution 11/2020/NQ of the Provincial People's Council issued on December 4, 2020 regulating policies to attract, treat, and support human resource training in Lao Cai province for the period 2021 - 2025 includes a number of basic contents to expand the beneficiaries of the policy and increase the level of policy support.
Social criticism conference on amending and supplementing some contents of the draft resolution, specifically:
Regarding the policy of supporting training and fostering political theory, 3 groups of subjects were added, including: cadres, civil servants, and public employees of the central vertical sector located in the province; armed forces; people working in enterprises without party organizations under the management of Lao Cai Provincial Party Committee... are all exempted from tuition fees for advanced and intermediate political theory training.
Regarding the policy to support university training in English and information technology (second degree): amend and supplement in the direction of not distinguishing policy beneficiaries according to training types (concentrated, non-concentrated, regular, non-regular).
Participating in the conference, delegates focused on exchanging and discussing the necessity and urgency of amending and supplementing the resolution; the suitability of the content of the amendment and supplement of the resolution with the Party's guidelines and policies, the State's policies and laws; the reality of the unit and locality; proposing and recommending amendments and supplements to the draft resolution to suit the actual conditions of the locality and facility.
Concluding the conference, the Vice Chairman of the Provincial Fatherland Front Committee requested the Provincial Fatherland Front Committee to synthesize the opinions and send them to the Department of Home Affairs for research, acceptance, and supplementation of appropriate opinions.
The social criticism conference aims to discover and propose contents that need to be supplemented and adjusted, contributing to the completion of the draft resolution amending and supplementing Resolution 11/2020/NQ-HDND. Thereby, attracting more human resources to contribute to the development of the province.
Resolution 11/2020/NQ of the 15th Provincial People's Council, 16th session, issued on December 4, 2020, stipulates policies to attract, treat, and support training of human resources in Lao Cai province, period 2021 - 2025. Accordingly, the regulation consists of 8 articles specifying the following contents: Principles for implementing policies to attract, support training, and treat; Attraction policy; Training and fostering support policy; Treatment policy for people with postgraduate degrees and resident doctors working in medical examination and treatment facilities and preventive medicine units of the province; Monthly treatment policy for civil servants and public employees performing information security and information security tasks; Treatment policy for civil servants and public employees working at the Lao Cai Provincial Public Administration Service Center, One-stop Department under the District People's Committee, Commune People's Committee; Funding sources for implementation and transitional provisions.
