Conference of People's Councils at all levels of Ninh Thuan province in 2024

On May 17, the Standing Committee of the Provincial People's Council, Term XI, 2021-2026, held a Conference on the Work of People's Councils at all levels of Ninh Thuan province in 2024. Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference. Attending the conference were Comrade Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; members of the Provincial Party Committee, Heads of Provincial People's Council Committees; leaders of the Provincial Vietnam Fatherland Front Committee, departments, branches and People's Councils of localities in the province.

In 2023, the People's Councils at all levels in the province closely followed the leadership of the Party Committee, properly performed their functions and tasks according to the provisions of law, programs and plans. The Provincial People's Council held 5 sessions (2 regular sessions and 3 thematic sessions), passing 103 resolutions in socio-economic fields. The District People's Council held 34 sessions and passed 240 resolutions.

The People's Council at the commune level held 239 meetings and passed 745 resolutions. The People's Council meetings and the People's Council Standing Committee meetings have been increasingly improved and innovated. The issuance of resolutions basically ensured compliance with the processes and procedures prescribed by law. Supervision activities have become increasingly substantive, in-depth and effective. The work of meeting voters, receiving citizens, handling and urging the settlement of petitions and complaints has been promoted; in many urgent, prolonged and slow-to-resolve cases, the People's Council Standing Committee requested the competent agencies to promptly resolve them. The role and sense of responsibility of People's Council delegates, People's Council Committees and People's Council Delegation Groups have been gradually improved.

In 2024, People's Councils at all levels will continue to innovate and improve the quality of their activities, especially the quality of People's Council meetings. Specifically, improve the quality of supervision, discussion, questioning and answering questions at meetings; develop and promulgate resolutions of the People's Council to ensure that they meet the requirements of socio-economic development, national defense and security. Improve the quality of supervision and survey activities between two People's Council meetings; selected supervision topics ensure focus and key points, contributing to resolving existing problems and limitations in the implementation of resolutions of the Provincial People's Council, mechanisms, policies, legal regulations, and state management. Effectively organize meetings of the Standing Committee of the People's Council. Improve the quality of work of People's Council delegates. Innovate and improve the quality and effectiveness of citizen reception and voter contact.

Concluding the conference, comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the activities of the People's Councils at all levels in the past time; he emphasized that 2024 is the year of "acceleration and breakthrough" to complete the Resolution of the Party Congress, the Resolution of the People's Councils at all levels on the 5-year socio-economic development plan 2021-2025, requiring the Standing Committee of the People's Council and the Committees, Groups, and delegates of the People's Councils at all levels to make greater efforts, take greater responsibility, act more decisively, promote the spirit of self-reliance, self-strengthening, proactive adaptation, flexibility and active innovation, creativity, enhance the role, responsibility, capacity, and prestige to successfully complete the assigned political tasks.

In particular, it is important to focus on improving the quality of supervision, questioning and answering questions to promptly detect difficulties, shortcomings and limitations in the direction and administration of authorities at all levels, thereby finding solutions to overcome and resolve them, contributing to the socio-economic development of the locality. In addition, it is necessary to continue to enhance the role, responsibility, capacity and prestige of People's Council delegates closely linked to improving the quality of activities of People's Council delegations. Strengthen coordination to organize good contact with voters, receive citizens, handle complaints and denunciations, resolve people's opinions and recommendations, contributing to promoting socio-economic development, ensuring national defense and security in the locality.
