Conference to announce the decision of the State Auditor General

On the afternoon of September 18, the Provincial People's Committee coordinated with the State Audit to organize a conference to announce the decision of the State Auditor General on auditing the 2022 local budget settlement report and the topic of investment in procurement, application of information technology software, and activities of hiring information technology services in the period 2020-2022; announcing the conclusion of the 2022 local budget audit and integrated topics of Ninh Binh province.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and Comrade Bui Quoc Dung, Deputy State Auditor General co-chaired the conference. Also attending were comrades: Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Hoang Ha, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; representative of the State Audit Office of Region XI; leaders of a number of departments, branches, sectors and localities in the province.

At the conference, delegates listened to the State Audit representative announce the Audit Decision. Accordingly, the audit content for the Local Budget Finalization Report includes the work of budget estimation, budget management, synthesis, and preparation of the local budget finalization report. For the Information Technology topic, it includes: the issuance of mechanisms and policies for the information technology sector; compliance with laws and regulations in investment, procurement, service rental and application of IT software.

Regarding the scope, for the Local Budget Finalization Report, it is the year 2022 and the relevant previous and subsequent periods of the audited units. For the IT Topic, it is the period 2020-2022 and the relevant previous and subsequent periods of the audited units. The audit location is at the headquarters of the audited units; the time limit is 30 days from the date of announcement of the Audit Decision.

The audit objective is to confirm the truthfulness and reasonableness of the local budget settlement report; assess compliance with the law and the effectiveness and efficiency in the application of information technology software; provide information and data to competent authorities to perform the function of inspecting and supervising the management and use of public finance and public assets; point out shortcomings and inadequacies and propose amendments and supplements to mechanisms and policies; promptly detect violations, acts of corruption, waste and negativity in the management and use of public finance and assets and clearly identify the responsibilities of collectives and individuals to propose handling in accordance with the provisions of law.

Delegates attending the conference also listened to, explained and contributed opinions on the Draft Report on the 2022 local budget audit and the integrated topics of Ninh Binh province. At the same time, they recommended and proposed that the State Audit consider and resolve some contents in the draft to create conditions for Ninh Binh province to effectively carry out the tasks of local socio-economic development.

Speaking at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc affirmed: During the time the State Audit Delegation worked in Ninh Binh, the Provincial People's Committee directed the audited units to coordinate in providing full information and data to ensure accuracy, honesty, and seriousness in accordance with the provisions of law; promptly explain and report the contents pointed out by the Audit Delegation.

The Chairman of the Provincial People's Committee clarified a number of contents related to the conclusion of the 2022 local budget audit and the integrated topics of Ninh Binh province. At the same time, he seriously accepted and will direct relevant units to implement and overcome the conclusions of the State Audit to ensure the leadership of socio-economic development in the right direction.

On behalf of the State Audit, Mr. Bui Quoc Dung, Deputy State Auditor General, requested the Provincial People's Committee to continue directing departments, branches, sectors and localities to closely follow the content of the audit decision to provide timely and accurate information and documents. At the same time, each member of the Audit Team is required to implement the objectives and contents of the approved audit plan, proactively coordinate closely with departments, branches, sectors and localities in the province; in the process of implementing the provisions of the State Audit Law.
