Driving school graduates still have to take the driving test

According to statistics by 2022, the country will have 149 driving test centers, 343 driving training centers, 41,651 teachers, 35,737 driving practice vehicles of all classes (mostly new generation cars, less than 10 years old), distributed nationwide, basically meeting the needs of people and society. Driving training and testing are managed by ministries, branches, localities, and driving training facilities according to regulations in documents.

However, because the organization managing the driving license is under the management of two ministries (Ministry of Transport and Ministry of Labor, Invalids and Social Affairs) with the Road Traffic Law and the Vocational Education Law, the driving license program is cumbersome, heavy, and contradictory. After graduating from the driving course, students are granted a certificate of graduation from elementary driving but still have to pass the driving test to be granted a driving license, with the same content as the graduation exam.

The DTLX program has not kept up with new developments in automotive technology, smart traffic infrastructure, etc., and has not helped students gain a realistic view and understand specific and detailed traffic situations, thereby improving their reflexes and skills when driving road motor vehicles in traffic.

In addition, coordination in state management is difficult to synchronize between sectors and localities. Regulations on distance and online training overlap between the Road Traffic Law and the Vocational Education Law, especially in the theoretical part. DAT application has shortcomings in equipment, DAT errors, transmission lines and error handling, it is necessary to review whether or not to continue monitoring once autonomy has been given to training institutions.

Due to shortcomings, there was a period (2007 - 2023) when this requirement was removed and at the beginning of 2023, it was required to be used again. However, in Vietnam, there has been no published research or assessment of the effectiveness of electronic cabins on the quality of the driving test. Meanwhile, scientists in many countries around the world believe that it is impossible to confirm or deny the effectiveness of electronic cabins in driving tests. Only 50% are suitable for real conditions, 33% are completely different, 17% are sometimes wrong and sometimes right, and in driving tests, safety must be almost absolute, so it is unacceptable that 50% of unreliable electronic cabins are used.

The digital transformation process in the training sector in Vietnam starts with data digitization, followed by training program digitization and finally digitalization of training management. The reverse philosophy of digital transformation is that big fish do not eat small fish but fast fish eat slow fish, which is true for latecomers like Vietnam when they want to catch up with developed countries.

Moreover, the price of 450 - 500 million/cabin is too high compared to buying a new car of the same price to practice driving, considering the benefits and efficiency. On average, the driving test time in Vietnam (class B2) is 3 times longer than in countries like Japan, Singapore...; in theory it is 6.5 times longer and in practice (over 800 km) it is 2.5 times longer.

In particular, driving practice in Vietnam must be completely centralized, while in most countries it is online, only the practical part must go to the driving practice facility. Even in the US, students can practice driving by themselves. Because of the overlapping, duplication, and complexity of management between many agencies, in recent times, the demand for driving practice has increased while the training program is complicated, going through many stages, so there are many illegal driving practice facilities that link with real driving practice facilities to get the fastest and least expensive driving license in many forms, causing violations in management.

Digital solutions in real estate in Vietnam

Vocational training is an elementary vocational level, with simple requirements for both knowledge and skills (Vocational Education Law), so online vocational training is very convenient and effective for large numbers. To improve training quality, management efficiency, contribute to reducing traffic accidents, ensure road traffic safety and order, it is necessary to carry out digital transformation in vocational training, in line with the goals of the National Digital Transformation Program, bringing vocational training work in line with the world's digital transformation trends and roadmap in the context of Industry 4.0.

Accordingly, the DTLX will be divided into 2 parts:

Part 1 teaches theory, simulates situations and basic driving test will be digitized, online for students to study and practice on a digital platform. Students will take the exam at the driving test centers and will be granted a graduation certificate from the driving test center equivalent to a temporary driver's license (issued by the Department of Transport).

Part 2 is practical driving practice at the DTLX facility. In addition, students can practice on their own with a temporary driving license and their own car with a practice driving sign attached, along with an instructor sitting next to the driver to practice handling skills in real situations.

Both parts 1 and 2 can apply support tools such as VR, driving simulation software, new technologies in the future including electronic cabins. However, it should be noted that these are options that the training facilities have the right to choose to suit their needs with the purpose of training drivers to meet their training quantity and quality needs.

Simpler procedures, shorter and more flexible training times will facilitate easy access for students to achieve good results.

Technology to study driver's attitude using facial sensors

At the same time, it is necessary to review the regulations on whether driving instructors and students need the DAT system, because in addition to autonomy, when digitized and provided online in real time on 4.0 technology platforms such as cloud computing, IoT, Big DATA, AI, depending on access rights, management agencies at all levels will easily access online right on their smartphones to detect violations and make decisions on handling depending on the level. There is no need to manage with DAT devices and transmission lines.

The content of the driving test should focus more on safe driving (driver attitude), while driving skills should only be at a basic level. Attention should be paid to safety factors in mixed traffic with many motorbikes and congested urban traffic in Vietnam. In addition, attention should also be paid to the traffic culture with motorbikes in Vietnam.
