With the newly issued regulations, the situation of many driving training facilities circumventing the law on driving practice ground conditions will be prevented, thereby ensuring the rights of students.
Increase students but not increase training grounds
While taking a driving course at a driving training center in Hanoi, Mr. Nguyen Quang Huy (Cau Giay, Hanoi) said that during the practical training on the driving course, the instructor took him to the driving practice ground near the foot of Thanh Tri bridge, Thanh Tri ward, Hoang Mai district.
According to the new decree, a driving practice ground at a driving training facility can only accommodate a maximum of 1,000 students.
"Because the number of cars entering the practice area is too large, while the area is small, many times, in some areas where we practice going uphill, downhill, parallel parking, and parallel parking, the practice cars are lined up in long lines, waiting for each other, so there is not much time to practice driving," said Mr. Huy.
According to the assessment of the authorities, recently, many driving training facilities have invested in driving practice cars and hired driving instructors who meet the prescribed conditions to train drivers with a capacity of over 2,000 students, but have not invested in additional training grounds, failing to meet the training capacity.
Decree No. 160/2024 of the Government on driver training and testing activities recently issued specifically stipulates the business conditions of car driving training facilities.
Accordingly, car driving training facilities must arrange the number of driving practice grounds appropriate to the traffic volume and training program.
The number of driving practice grounds is determined according to the principle that one ground must accommodate a maximum of 1,000 students; each traffic unit must have at least one driving practice ground (each facility can have many different traffic units, for example 4,000, 5,000 students).
Number of practice fields based on traffic
Explaining the above regulation, Mr. Luong Duyen Thong, Head of the Department of Vehicle and Driver Transport Management, Vietnam Road Administration, said that training capacity is the largest number of students that a facility is allowed to train at one time, determined by the total number of students training for all types of car driving licenses, including students studying theory and practice.
Decree No. 65/2016 previously specifically stipulates: Car driving training facilities with a training capacity of 1,000 students or more must have at least 2 driving practice grounds. That is, a driving practice ground is only allowed to have a maximum training capacity of 1,000 students.
However, recently some driving training centers have misunderstood the above regulations.
With a training volume of up to 5,000 students, many facilities still understand that machines only need 2 driving practice grounds, leading to failure to meet training plans and needs.
New regulations tighten the physical conditions of driving training units to ensure clarity and transparency.
The new Decree 160/2024 specifically stipulates that each training volume unit (1,000 students) needs a driving practice ground to avoid circumvention of the law.
Improve training quality
Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that the ability of a driving practice ground to meet demand depends on many factors such as scale, time of use during the day and week.
Meanwhile, training needs are always fluctuating, so when the demand is higher than 1,000 students, the training facility can rent a driving range.
"The State has regulated the installation of monitoring equipment, so we should only manage the final results (enough time and number of kilometers), reducing detailed regulations," said Mr. Quyen.
Mr. Luong Duyen Thong said that this regulation has been in place for many years. The new decree only specifically regulates the number of students corresponding to the number of driving practice grounds, so it does not increase the conditions.
When the Department of Transport receives a report on the organization of classes from a training facility, it must check and monitor the conditions, for example, with a number of 5,000 students, whether there are enough driving practice grounds or not.
Specific regulations help the Department of Transportation to easily manage and help training facilities know the conditions when opening classes, avoiding violations.
From the perspective of those working in driver training, Mr. Lai The Chat, Director of Thanh Dat Joint Stock Company - the owner of Thanh Dat car driving training center, said that many training centers believe that the number of students of 5,000 or 6,000 is still over 1,000, so only 2 driving practice grounds are needed.
"Too many students at the same time will cause congestion, students will not be able to learn much, will not ensure the teaching process of teachers, and will greatly affect the quality of training.
The new regulation is very clear about the number of students corresponding to the driving practice yard, 1,000 students is 1 driving practice yard, 5,000 students is 5 yards, that way the quality of training is ensured," said Mr. Chat.
How big is the driving range?
Decree 160/2024 also stipulates the minimum area of a driving practice ground as follows: Class B is 8,000m2; Class B and C1, C is 10,000m2; Class B, C1, C, D2, D1, D, BE, C1E, CE, D2E, D1E, DE is 14,000m2. This content is basically the same as current regulations.
Car driving practice grounds must have adequate road signs and ensure sufficient area to arrange lessons according to the training program for the vehicle classes used for training.
Regarding driving practice vehicles, the training facility must have driving practice vehicles of the permitted training categories, under the legal use of the driving training facility; and must be granted a driving practice vehicle license by a competent authority.
Driving practice vehicles of all classes must use vehicles corresponding to the driving license class specified in the Law on Road Traffic Order and Safety.
