- What do you think about the phrases "Ha Long on the mountain", "Ha Long of Muong land" that many people give to Hoa Binh Lake?
Mr. Nguyen Thanh Trung: When mentioning Vietnam, one of the things that is always remembered is Ha Long Bay. It can be said that this is one of the destinations that represents Vietnamese tourism to the world.
Therefore, when Hoa Binh Lake is called "Ha Long on the mountain" , this is a proud comparison for a place that has enough attraction to become one of the symbols of Vietnam tourism.

I think that the reason why Hoa Binh Lake is compared like that is because this place converges many unique values. Not only is it a large water landscape, with an area of over 20,800 hectares with nearly 50 large and small islands, considered the largest artificial lake in Southeast Asia, but it is also a cultural life on the water. Those are fishing villages, delicious shrimp and fish dishes, Muong culture, the landscape on both banks, the spiritual value of Thac Bo Temple...

- It can be said that Hoa Binh Lake is a rare place, converging from nature, to culture, cuisine, spirituality, history - full of elements to form a tourism market. How do you evaluate these advantages?
Mr. Nguyen Thanh Trung : In terms of tourism advantages, Hoa Binh Lake, in my opinion, has another big advantage, which is its location.
With the connection to the highway system, it now takes only about 1 hour to travel from the center of Hanoi to the lake. It is an ideal location for a tourist destination right at the gateway to the capital, not too far but not too close, just enough to feel the change in space.
Not only is it close to Hanoi – the key tourism market, leading in domestic visitors, and a transit point for international visitors, Hoa Binh Lake is also “very interesting” because it is adjacent to a developing urban area – Hoa Binh City. This makes investing in tourism infrastructure (electricity, roads, water, etc.) as well as supporting services, trade, shopping, etc. very convenient.

Another important factor that we are very interested in from an investor's perspective is the determination of local leaders.
Since 2016, Hoa Binh Lake has had Decision 1528/QD-TTg of the Prime Minister approving the Master Plan for the development of the National Tourist Area to 2030 and recently in 2021, Decision 439/QD-TTg of the Prime Minister approving the master plan for the construction of the Hoa Binh Lake National Tourist Area to 2035.
Accordingly, the planning scale is up to 52,200 hectares, in addition to taking on the main functions of national and inter-regional technical infrastructure (power supply, water supply, flood control, etc.), the Planning has clearly defined the nature and goal of building Hoa Binh Lake into a key national tourist area of the Northern midland and mountainous region, with typical tourism products, ethnic cultures and lake ecosystems with diverse types of tourism.
To "give wings" to tourism, the province has invested in upgrading and expanding the road to Ba Cap port (Hoa Binh city); especially completing the project to upgrade provincial road 435 passing through the communes: Binh Thanh, Thung Nai (Cao Phong); Suoi Hoa commune (Tan Lac) with a total investment of more than 750 billion VND; the power grid system, telecommunications waves at tourist destinations have also been invested...

- Great potential. The general construction plan was issued by the Prime Minister in 2021. Many "famous" enterprises expressed their intention to invest. However, in reality, project implementation in the Hoa Binh Lake area has not been really exciting in recent times. Why is that, sir?
Mr. Nguyen Thanh Trung: Decision 439/QD-TTg is an extremely important legal basis for Hoa Binh Lake tourism to "take off". Personally, I highly appreciate the vision and orientation for spatial development that has been put forth in the master plan.
With 4 sub-areas, in which the central area 1 is Hoa Binh City - that is the urban area, the transit gateway; the second area - "the heart area", focusing on entertainment and resort services is Binh Thanh area; the third area in the Northwest is the water play area, sailing... and the deep area near Mai Chau is the nature experience area.

However, the most difficult and “stuck” thing in promoting tourism in Hoa Binh Lake is planning. The reason is that the lake is mostly surrounded by special-use forests and protective forests. There is already a general construction plan, but to implement the project, there must be a zoning plan. Meanwhile, to synchronize the zoning plan with other plans is not a “one-day” task.
Another difficulty is that, at present, Hoa Binh Lake accounts for about 30% of the clean water supply for Hanoi. Therefore, the environmental standards and wastewater treatment of projects in the North of the lake are very high and not all investors are willing to meet them. This also shows that the Hoa Binh provincial government is very "frugal" and carefully selects investment projects.
