Hai Phong proposes many recommendations related to merging provinces and communes

On April 14, the Hai Phong City National Assembly Delegation organized a meeting with voters of Le Chan and Bach Long Vy districts to prepare for the 9th Session of the 15th National Assembly.

At the meeting, voters of Le Chan district and Bach Long Vi district expressed their joy and excitement at the socio-economic results of the whole country and the city in 2024 and the first months of 2025. At the same time, they have absolute confidence in the Politburo, the Secretariat, and the Central Executive Committee to successfully direct the revolution of streamlining the apparatus of the political system, creating momentum for economic development, strengthening national defense, and improving people's lives.

Regarding the policy of merging provincial-level administrative units, abolishing the district level, and rearranging the commune-ward level, voters of Le Chan district recommended that the city should develop a plan to arrange and merge administrative units in accordance with geographical characteristics, population size, area, and natural and social conditions; resolve policies and regimes for officials who apply for early retirement and resignation to both stabilize their personal economic lives and ensure high solidarity and unity for general socio-economic development; create favorable conditions for public housing for civil servants who work far away; the merger needs to be carefully considered to avoid people having to travel too far to access public services, causing difficulties, especially for the elderly and the weak.

Regarding digital transformation, voters recommended that the Government should develop a comprehensive and synchronous solution in applying information technology in directing, operating, and handling administrative procedures. Strengthening digital government functions, allowing people to submit documents, monitor processing progress, receive notifications and feedback on results right on the application... There should be specific guidelines for applying AI in local government activities, ensuring synchronization, security, and efficiency; issuing policies to encourage and support digital training for officials, civil servants and people, especially the elderly and people with limited access to technology; piloting digital citizen models locally, summarizing, drawing lessons, and replicating them throughout the city.

To build and develop Bach Long Vi district in accordance with the spirit of Resolution No. 45 of the Politburo, voters of Bach Long Vi district propose that the Central Government and the City pay attention to investing in the district's infrastructure; pay attention to the regime for the team of cadres, civil servants, public employees, soldiers and armed forces working in the island district; consider building the apparatus of Bach Long Vi special zone to ensure conditions for good implementation of national defense - security tasks and socio-economic development to maintain national border sovereignty at sea, commensurate with the island's strategic position in the Gulf of Tonkin.

Speaking at the meeting with voters, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation Le Tien Chau received and acknowledged the voters' enthusiastic opinions and recommendations; at the same time, informed voters about the city's socio-economic situation in the first 3 months of 2025. At the same time, he said that the city has completed phase 1 of the revolution on streamlining the organizational apparatus with very encouraging results, reducing 15-20% of focal points, with some agencies and units reducing more than 50% of focal points.

To successfully carry out the tasks of 2025, the Hai Phong City Party Committee is focusing on leading and directing the implementation of the Central Government's direction on arranging and streamlining the organization of the city's political system in conjunction with restructuring the staff in accordance with regulations, ensuring progress and quality. At the same time, coordinate with Hai Duong province to complete the project of merging Hai Duong province and Hai Phong city before April 30, 2025; develop Party Congress documents; develop plans to ensure facilities and working conditions for agencies, units, cadres and civil servants after the arrangement of provincial and commune-level administrative units...

In addition, the city is also focusing on successfully organizing the 70th Anniversary of Hai Phong Liberation Day and the Red Flamboyant Festival - Hai Phong 2025. At the same time, it is implementing tasks and solutions to maintain security and order, ensuring national defense and security of the city; especially thoroughly resolving the remaining problems after dissolving the district-level police.

Thai Nguyen is expected to have 55 communes/wards after the arrangement.

At the 95th Provincial Party Committee Standing Committee meeting held on the afternoon of April 14, Thai Nguyen province proposed a plan to rearrange commune-level administrative units, expected to reduce from 172 to 55 communes and wards.

Speaking at the Conference, Mr. Trinh Viet Hung, Secretary of the Provincial Party Committee, Head of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the organization of local governments at two levels of Thai Nguyen province emphasized: The arrangement and reorganization of administrative units is a major policy, of special importance in the innovation of the organization of local government apparatus, improving the quality of service to the people, in accordance with development trends and practical requirements.

During the implementation process, special attention should be paid to propaganda work so that people understand, agree and support. Each member of the political system, especially the head of the Party Committee and local government, must promote the role of setting an example, directly participating in explaining and mobilizing the people.

The Secretary of the Thai Nguyen Provincial Party Committee requested the delegates to work with a spirit of urgency and seriousness, closely following the direction and guidance of the Central Government. Continue to study the plan in more depth, contribute ideas based on science and practice. Pay special attention to factors of geography, infrastructure, and living conditions to ensure convenience for people during the transition process.

"The rearrangement and reorganization of administrative units is a task and a political command with the ultimate goal of serving the people and for the development of the country," Mr. Trinh Viet Hung emphasized.

The Secretary of the Thai Nguyen Provincial Party Committee also requested that the drafting agencies fully absorb the delegates' comments and at the same time closely follow the Central's direction to complete the arrangement plan to ensure comprehensiveness, science and on schedule.

During the implementation process, if there are any difficulties or problems, they must be promptly reported to the Provincial Party Committee Standing Committee and the Steering Committee for close and appropriate direction to achieve high results. The implementation process requires synchronous and responsible participation from the Party Committee, government to each cadre and party member, and consensus and support from the people.

Ha Giang seeks opinions on plan to arrange commune-level administrative units

Pursuant to Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo, the Central Party Secretariat and the direction of the Standing Committee of the Ha Giang Provincial Party Committee, on the morning of April 14, the People's Committee of Ha Giang province held an online conference with localities in the province to collect opinions on the Plan to rearrange commune-level administrative units. This is an important step in the process of implementing the Project to rearrange and reorganize administrative units at all levels and build a two-level local government model in the spirit of innovation and streamlining the apparatus.

Speaking at the opening of the conference, Mr. Phan Huy Ngoc - Chairman of the People's Committee of Ha Giang province emphasized: The arrangement of administrative units is not only to implement the request from the Central Government but also an opportunity for Ha Giang to restructure the local government apparatus in a modern and effective direction, contributing to improving the quality of service to the people and creating conditions to promote socio-economic development in the area.

At the same time, the Chairman of the People's Committee of Ha Giang province also highly appreciated the urgent and serious participation of the Department of Home Affairs - the standing agency implementing the project, along with the coordination of relevant agencies, units and localities in developing the plan to submit for comments.

At the conference, delegates basically expressed high consensus on the policy of rearranging commune-level administrative units. Opinions said that the rearrangement is necessary, suitable for the current situation, and at the same time contributes to streamlining the apparatus and improving the management and operation capacity of local authorities. However, delegates also suggested that it is necessary to carefully consider factors such as population size, natural area, development potential, cultural and historical characteristics as well as the psychology and aspirations of local people during the rearrangement process.

Some of the contents that delegates focused on discussing included: The names of administrative units after the rearrangement, the working headquarters of commune-level authorities, the arrangement and reorganization of redundant cadres and civil servants, as well as the plan for handling public assets. Many opinions also emphasized the important role of propaganda and mobilization work so that people clearly understand the goals and significance of the rearrangement, thereby agreeing with and supporting the policies of the Party and State.

Concluding the conference, Mr. Phan Huy Ngoc acknowledged and highly appreciated the frankness and responsibility of the delegates. At the same time, the Chairman of the Ha Giang Provincial People's Committee requested the Department of Home Affairs to fully absorb the comments and coordinate with the Provincial People's Committee Office to complete the Plan for arranging commune-level administrative units to report to the Provincial Party Committee Standing Committee for consideration and comments in accordance with regulations.

The Chairman of the Ha Giang Provincial People's Committee also requested all levels and sectors to continue to strengthen propaganda work, ensuring that the implementation of administrative unit arrangement is carried out publicly, transparently, in accordance with procedures, in accordance with the law and with the interests of the people at the center. This is the foundation for Ha Giang to build an effective and efficient administrative apparatus, better serving the goal of rapid and sustainable development in the coming time.

Urgently complete the merger project of Lam Dong, Binh Thuan, Dak Nong

Also on April 14, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai sent a document to provincial departments, branches and sectors regarding the development of a project to rearrange provincial administrative units.

The leaders of Lam Dong Provincial People's Committee assigned the provincial departments, branches and sectors to preside over and urgently coordinate with the departments and branches of Binh Thuan and Dak Nong provinces to develop a merger project; ensure progress according to plan; complete the project and send it to Lam Dong Department of Home Affairs for appraisal and synthesis before April 22.

Lam Dong Department of Home Affairs is responsible for guiding and urging departments, branches and sectors to develop projects as required; synthesizing the content into the Project on rearranging provincial administrative units, ensuring progress and consistency with the province's plan.

Previously, in Resolution 60 of the 11th Conference of the 13th Central Executive Committee, the Central Committee agreed that the number of provincial-level administrative units after the merger would be 34 provinces and cities (28 provinces and 6 centrally-run cities).

Accordingly, Lam Dong, Dak Nong and Binh Thuan provinces were merged and named Lam Dong province. The political and administrative center is located in Lam Dong province today.
