Coach embezzles bonuses, inflates wages: Department of Sports and Physical Training reports do not meet requirements

After receiving a report from the Department of Physical Training and Sports (DST) about problems in the national gymnastics team, the Ministry of Culture, Sports and Tourism asked the Department to clarify some details.

" The Inspectorate of the Ministry of Culture, Sports and Tourism is handling the matter. For any issues that are not yet specific, the Ministry will request the Department of Sports and Physical Training to continue clarifying. The Inspectorate of the Ministry will handle and analyze the report. According to the general assessment, the report is not thorough and has not handled all the points that the Ministry requested the Department to handle ," said Deputy Minister Hoang Dao Cuong.

In a report sent to the Ministry of Culture, Sports and Tourism, the Department of Sports and Physical Training provided the results of its verification of information related to the national gymnastics team, including the coach being accused of collecting bonuses from athletes, setting up funds and declaring training wages on days off and holidays in violation of regulations.

The Department of Sports and Physical Training confirmed that coach Nguyen Thuy Duong collected 10% of the medal bonus and 50% of the bonus from coaches and athletes of the national team under the Hanoi Sports Training and Competition Center. The report said that the collection of money and establishment of the fund were based on the voluntary and consensus of the athletes' families. However, the parents of athlete Pham Nhu Phuong - who denounced the problems in the national gymnastics team - denied this.

Second, the Hanoi National Sports Training Center spent 200 million VND on training on Sundays and holidays for the national gymnastics team for 3 years from 2021 to 2023. The coaching staff did not follow the regulations and management procedures. The national gymnastics team did not have a daily attendance book, the coach did not comment on the athletes during each training session, the athletes did not have a training diary...

However, the Department of Sports and Physical Training could not accurately verify the actual number of training days of each athlete, so it could not determine specific violations to refund the money to the budget.

The report of the Department of Sports and Physical Training also mentioned the collection of funds outside the regulations of the national gymnastics team's coaching board. The Department requested to end the existence and operation of all these funds. In addition, the coaches must have a meeting with all the parents of the athletes to agree on how to handle the paid funds.

From related records and documents, the Department of Sports and Physical Training requested the Hanoi Department of Culture and Sports to clarify the contents of the press's reflections related to the coach of the Hanoi women's gymnastics team, take appropriate measures and report specifically after having official results.

The Department of Sports and Physical Training requested the Hanoi National Sports Training Center to review and supplement regulations on Sunday and holiday practice attendance for teams; rectify the inspection and supervision of teams in implementing training plans, political and ideological education and professional ethics for coaches and athletes; review and verify the actual number of practice days of athletes and coaches; review and clarify the responsibilities of relevant individuals and groups.

The Department of Sports and Physical Training proposed that the Ministry of Culture, Sports and Tourism establish an inspection team on the management of teams at the National Sports Training Center in Hanoi to ensure accuracy, objectivity, publicity and transparency.
