Regarding the Report on the Socio-Economic Situation in 2024 and the Socio-Economic Development Plan in 2025, based on the estimated implementation of the 2024 plan and the forecast of the situation in 2025, and at the same time setting out the goals to strive to achieve the Resolution of the 17th Provincial Party Congress and the Socio-Economic Plan for the period 2021-2025, the Economic - Budget Committee of the Provincial People's Council proposed that the Provincial People's Council unify the growth targets and plans submitted by the Provincial People's Committee. Regarding solutions, the Provincial People's Council is requested to unify the group of solutions submitted by the Provincial People's Committee and comply with the group of solutions according to Conclusion No. 667-KL-TU dated November 25, 2024 of the 19th Conference of the Provincial Party Committee, Term XVII, on Socio-Economic, National Defense and Security in 2024 and directions and tasks for 2025.

In particular, regarding the report of the Provincial People's Committee on the socio-economic situation, national defense and security in 2024, and the plan for 2025 presented to the meeting, delegates pointed out the shortcomings, difficulties and challenges, at the same time raised the causes and proposed solutions for effective implementation in the coming time.
Many opinions in the delegations pointed out solutions to achieve the socio-economic development goals and targets in 2025, striving to complete and approach the goals set out in the Resolution of the 17th Provincial Party Congress.
The delegation of Hai Lang, Quang Tri town and Gio Linh pointed out that the growth rate target for the industrial and construction sector set in the report is 9.5%, and requested to consider clarifying the basis for setting the target in order to have solutions for implementation, ensuring feasibility.
The delegation of Dong Ha City proposed to focus on a number of socio-economic development tasks in 2025, specifically: Early submission to the Prime Minister for approval of the plan to implement the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050.
Actively work with ministries and branches to propose additional contents to the Power Planning Scheme VIII, develop plans to implement the contents already in the planning. Complete the adjustment of the general planning of the Southeast Quang Tri Economic Zone.
Adjust and supplement the planning of mineral mines and filling materials. Complete the work of land use planning, urban planning, district planning; allocate budget for Dong Ha city to ensure the missing criteria such as: funeral home, civilized roads to achieve urban type 2.
In the fields of economy, planning, basic construction investment, transportation, urban management, environmental resources, land, site clearance... the delegations frankly proposed existing problems and limitations that are of public concern. At the same time, they proposed that the province should soon have synchronous and effective solutions to remove bottlenecks and shortcomings to promote economic and social development.
Regarding the reports on the implementation of the 2024 public investment plan and the 2025 public investment plan, the Huong Hoa Delegation proposed that the Provincial People's Council and the Provincial People's Committee direct and guide departments, branches, sectors and district-level People's Committees to allocate public investment capital to ensure concentration, focus, and key points, comply with the conditions and order of priority as prescribed by the Law on Public Investment and resolutions of the Provincial People's Council.
Regarding the resolution regulating the expenditure levels for disseminating and educating the law, standards for legal access and mediation at the grassroots level in Quang Tri province, the Vinh Linh - Con Co delegation proposed to review the regulations because the expenditure levels are high, but the regular expenditures assigned do not increase, along with the allocation of savings of 10-15%/year, so it will be difficult to implement at the grassroots level.
Regarding the resolution approving the policy of reorganizing Huong Hoa District Medical Center into Huong Hoa Regional General Hospital and Huong Hoa District Medical Center in the system of public health service units in Quang Tri province for the period 2022 - 2026, with a vision to 2030, the Dong Ha City Delegation proposed to supplement Article 1 of Resolution No. 87/NQ-HDND dated December 9, 2022 of the People's Council of Quang Tri province on developing the health system, improving the quality of operations of public health facilities to meet the needs of people's health care, and improving the quality of the population in Quang Tri province for the period 2022 - 2026, with a vision to 2030.
The delegates agreed with the policy of reorganizing Huong Hoa General Hospital into two facilities: Huong Hoa General Hospital Grade II and Huong Hoa District Medical Center to ensure health care for people in mountainous districts and Laos. At the same time, they proposed that the Provincial People's Committee develop a specific project to implement, but must ensure effectiveness after separating the units.

The Provincial People's Committee, relevant departments, agencies and sectors have promptly resolved and responded with high quality, high rate, and basic information content that is complete and clear to the issues that voters have proposed. Many voters' proposals have been thoroughly and promptly resolved, contributing to removing difficulties and obstacles to stabilize the situation, contributing to socio-economic development, and meeting the aspirations of the people in the localities where the proposals were made.
Relevant departments, agencies and sectors have resolved, explained and informed voters of many issues in the management field; the response documents go straight to the issues voters are concerned about, citing relevant regulations, providing sufficient information to voters.
Many voters' recommendations have been focused on and promptly reported between two sessions of the Provincial People's Council, demonstrating the efforts of relevant departments, branches and sectors in researching, receiving, resolving and explaining voters' recommendations.
Some departments and branches have resolved, explained and promptly informed many voters' recommendations, such as: Department of Agriculture and Rural Development, Department of Transport, Department of Home Affairs, Provincial Construction Investment Project Management Board.
Voters' recommendations related to issues and fields that require resources, time, and specific roadmaps according to local budget capacity, and cannot be resolved promptly, such as: Investment, construction, traffic, transportation, especially investment, upgrading, and repair of traffic infrastructure, agriculture, and implementation of a number of state management and social security policies, are recorded, accepted, studied, and proposed measures and roadmaps for resolution in the coming time by relevant agencies, units, and localities.
The Standing Committee of the Provincial People's Council also pointed out the shortcomings such as the percentage of voters' petitions that have been addressed, explained, and informed is not high (57.3% of the total number of petitions); there are still quite a lot of voters' petitions being considered and resolved by relevant agencies, units, and localities (31/82 petitions, accounting for 37.8% of the total number of petitions).
Some of the voters' repeated petitions that are being resolved have been answered in previous sessions, but have not been completely resolved, so voters continue to petition.

In giving opinions, delegates agreed with the content of the 2024 socio-economic development report and the 2025 plan of the Provincial People's Committee. At the same time, it was pointed out that despite great efforts, the growth rate in 2024 was slow compared to the overall growth rate of the entire 2021-2025 period.
To approach the common growth rate of other countries, make efforts to transform the economic structure, continue to review policies and guidelines, and have more specific resolutions that are appropriate for economic development.
Focus on the strategy of carefully analyzing bottleneck factors, clearly identifying existing weaknesses, and on that basis proposing appropriate solutions. Mobilize and invite a team of experienced experts to advise on appropriate policies.
Regarding the housing support program for poor households, delegates affirmed that from the Government's support resources and socialized resources, the province has basically prepared enough resources to complete the goal of eliminating temporary and dilapidated houses for poor households by 2025.
Faced with the reality that ethnic minority people still lack residential and production land, delegates suggested that the province and localities review planning to ensure that people have a minimum area of residential and production land.
Regarding people's livelihoods, along with the positive results that have been implemented in the past, more attention should be paid to the issue of career conversion. Delegates said that supporting jobs based on people's initiatives is only temporary and not sustainable.
Therefore, it is necessary to have solutions to prioritize land, taxes, support investment incentives, planning, and attract businesses related to agricultural processing to create sustainable jobs for people.

Delegate Ho Thi Luong said that in Dakrong district, there are many unresolved issues such as residential land and production land that have not been granted land use certificates, and a lack of land funds to implement projects under national target programs. The delegate suggested that the province should pay attention to thoroughly resolving this issue to create conditions for people to settle down and make a living.

In order to have solutions to ensure safe water supply and social security for rural areas, delegate Ho Xuan Hoe proposed that the Provincial People's Council pay attention to and prioritize resources to implement the Project "Clean water supply system for rural areas of Quang Tri province" in the period of 2026-2030, which has been approved by the Provincial People's Council and supplement 150 billion VND for the project as proposed by the Department of Agriculture and Rural Development to fundamentally resolve current shortcomings and limitations.
Propose that the Provincial People's Committee direct investors, CRIEM projects, and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas to focus on speeding up implementation progress.

Currently, Quang Tri Clean Water Joint Stock Company has prepared a feasibility study report for the Cua Tung water plant to serve Cua Tung town with an expected capacity of 6,500 m3/ day /night. The province also plans to invest in a water supply network for 8 communes of Trieu Phong district, with an expected capacity of 8,500 m3/ day/night, a total investment of 72 billion VND, and is preparing to propose a water plant in Tram, ensuring water supply for the entire province.
At the same time, it is proposed to support Quang Tri Clean Water Joint Stock Company in the scope of water supply as a market protection solution for the company and localities to combine water supply systems in investment projects in residential areas and urban areas.
Combining centralized water supply projects of urban areas and neighboring rural areas, upgrading the capacity of water plants for convenient exploitation. Although the rate of people using clean water in urban and rural areas is still low, the supply capacity can be increased 3 times, so there needs to be a solution to direct Quang Tri Clean Water Joint Stock Company to close the interconnecting loops to be able to supply water from high plants to low plants.
On the other hand, localities need to do a good job of site clearance, mobilizing and calling on organizations to support investment in clean water supply systems in rural areas.
