Monitor voters' petitions to the end

One of the highlights in the innovation of the Provincial People's Council Standing Committee's supervisory activities is to focus on urging and supervising the resolution of voters' petitions in a practical and timely manner. In addition to periodic supervision activities before each session, the Provincial People's Council Standing Committee regularly monitors the progress of resolving voters' petitions through monthly meetings. Leaders of the Provincial People's Committee are invited to attend to directly listen and direct the timely handling of related contents. For urgent issues that need to be resolved immediately, the Provincial People's Council Standing Committee issues documents to the Provincial People's Committee to direct relevant agencies to intervene, respond publicly, on schedule, and ensure quality.

The 44th session of the Provincial People's Council Standing Committee at the end of March is a concrete example. In March 2025, the Supervisory Delegation of the Provincial People's Council Standing Committee directly inspected the settlement of 4 petitions of voters in Da Vi commune (Na Hang), Duc Ninh commune (Ham Yen), Hop Thanh commune, Thien Ke (Son Duong) and Minh Xuan ward (Tuyen Quang city), of which 3/4 of the contents were related to land management - a field with many difficulties in practice.

Chairing and concluding the meeting, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the Provincial People's Committee to focus on comprehensively directing the issuance of land use right certificates after land consolidation. At the same time, clearly define the responsibility of the head in handling voters' petitions. Agencies and units assigned tasks must respond within their authority, on time, with clear content, demonstrating a spirit of openness and responsibility to the people.

Closely follow reality, clear responsibility

In recent years, the thematic supervision activities of the Provincial People's Council have been strongly innovated, from the selection of content to the implementation method. The supervision topics are all carefully selected, focusing on difficult and prominent issues in direction and administration, which are of interest to voters and society. In 2024, the Standing Committee of the Provincial People's Council organized thematic supervision on the progress of implementing the industrial development plan for the period of 2021-2025. The supervision results pointed out the difficulties and obstacles in implementing a number of targets, slow investment progress, and some projects that have not been effective.

On that basis, the Provincial People's Council proposed specific and clear responsibilities for each level and each sector. The Provincial People's Committee also seriously received and resolutely directed the removal of difficulties. Thanks to that, the industrial production value of the whole province in 2024 reached 23,730 billion VND, an increase of 16% compared to 2023. The above impressive results create a premise for Tuyen Quang to strive for the target of achieving an industrial production value of 27,700 billion VND this year (an increase of 16.7% compared to 2024) and an average growth rate of 14.9% in the period 2021 - 2025.

Also in 2024, the Provincial People's Council Committees will effectively conduct 4 thematic supervisions, typically: Recruitment, use, and management of civil servants in the education sector; health care work in the 2022-2024 period; progress of the implementation of the Project on developing budget revenue sources and managing budget revenue and expenditure; population arrangement in natural disaster areas and special-use forest areas from 2016 to December 2023.

The above monitoring topics are of great interest to voters. Each monitoring session has a specific report, accurately assessing the current situation, pointing out limitations and proposing feasible solutions. The recommendations after monitoring not only contribute to policy improvement, but also improve the effectiveness and efficiency of state administrative agencies, creating positive changes in practice.

In the coming time, the Provincial People's Council will continue to innovate and improve the quality of supervision activities in the direction of choosing the right and accurate issues, focusing on supervision to the end, delving into the quality of implementation of policies, programs and projects.
