Revealing investment plan to complete Lach Huyen port area - Hai Phong

By 2027, Lach Huyen - Hai Phong container port area will have 8 berths (from berth 1-8) with a total length of 3,300 m and a container throughput capacity of 6 million TEUs.

This is one of the information that the Ministry of Transport has just sent to the National Assembly Delegation of Hai Phong City in response to the local voters' petition regarding the acceleration of the construction progress of the remaining wharves of Hai Phong international gateway port (Lach Huyen port).

According to the Ministry of Transport, in Decision No. 1579/QD-TTg dated September 22, 2021 of the Prime Minister approving the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050, Lach Huyen Port Area has the function of a gateway combined with international transit, with container terminals for ships from 6,000-18,000 TEU, general terminals, bulk cargo for ships up to 100,000 tons, liquid/gas terminals for ships up to 150,000 tons; passenger terminals for ships up to 225,000 GT.

In the detailed adjustment plan of Lach Huyen Port Area in the detailed plan of Seaport Group No. 1 for the period up to 2020, with a vision to 2030, the container ports in Lach Huyen Port Area (Hai Phong seaport) are planned for the period up to 2025 to have 6 berths with a total length of 2,250-2,400 m to handle cargo from 2.2-2.7 million TEUs, and by 2030 (including the period up to 2025) to have 10-12 berths with a total length of 3,750-5,100 m to handle cargo from 5.5-6.1 million TEUs.

The Lach Huyen container port area is currently being exploited and investing in the construction of 08 berths, of which berths No. 1 and No. 2 have been exploited since 2018 with a total length of 750 m and a throughput capacity of about 1.5 million TEUs/year; berths No. 3, No. 4, No. 5 and No. 6 are under construction with a total length of 1,650 m and a throughput capacity of about 3 million TEUs/year; and berths No. 7 and No. 8 are under construction with a total length of 900 m and a throughput capacity of about 1.5 million TEUs/year. The berths from berths No. 3 to 8 will be put into operation from 2024 to 20272.

Thus, by 2027, Lach Huyen Container Port Area will have 8 berths (from berth 1-8) with a total length of 3,300 m and a container throughput capacity of 6 million TEUs invested and put into operation according to the approved planning roadmap, ensuring the capacity to meet the current and future cargo throughput needs in the area.

The Ministry of Transport has submitted to the Prime Minister for consideration and approval the adjustment of the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2030.

After the adjustment of the approved seaport system planning, the Ministry of Transport will continue to submit to the Prime Minister for approval the detailed planning of seaport groups and the detailed planning of the land and water areas of Hai Phong seaports for the period 2021-2030, with a vision to 2050 (including Lach Huyen Wharf Area). The investment roadmap for the next wharves in Lach Huyen Container Wharf Area will continue to be studied and specifically planned in the detailed planning of land and water areas to maximize the efficiency of investment in seaport exploitation.

Regarding the need for mechanisms and policies to support the development of logistics centers in Hai Phong city (including Cat Hai island area) and support domestic enterprises to invest and operate logistics services to compete with foreign service enterprises, the Ministry of Transport agrees with the proposal of Hai Phong city voters.

Accordingly, implementing a number of tasks assigned by the Prime Minister in Decision No. 1012/QD-TTg dated July 3, 2015 on approving the Planning for the development of the logistics center system nationwide until 2020, with a vision to 2030, the Ministry of Transport has recently focused on implementing investment projects, upgrading, renovating and expanding the transport infrastructure system to ensure convenient connection between regions, between consumption areas and transport hubs, contributing to the socio-economic development of the country.

Up to now, the expressway network has been initially formed with a total length of 1,900 km and is continuing to be constructed, contributing to increasing transport capacity on important economic corridors; the national highway system has been and is being invested in according to the plan.

In addition, the railway infrastructure system has received investment in upgrading and renovation; inland waterways have been renovated and put into operation 17 transport routes, and investment has been made to increase bridge clearance on important waterways; the airport system has been renovated and put into operation 22 ports, basically meeting passenger demand.

The Ministry of Transport has coordinated with localities to invest in and put into operation 296 seaports, especially those in Lach Huyen wharf area (Hai Phong seaport). The shipping lanes into Lach Huyen wharf area have been given special attention for investment and development; other shipping lanes have been invested in synchronously with seaports, basically meeting the transport capacity and export of import and export goods of the whole country.

Regarding logistics activities in the maritime sector, the Ministry of Transport has approved the Project on developing Vietnam's maritime transport fleet and issued Circular No. 39/2023/TT-BGTVT dated December 25, 2023 promulgating the price list for pilotage services, use services, bridges, wharves, mooring buoys, container loading and unloading and towing at Vietnamese seaports, contributing to promoting logistics development and improving the competitiveness of enterprises.
