On April 14, at the 44th session, the National Assembly Standing Committee gave its opinion on the Report on the results of monitoring the settlement and response to voters' petitions sent to the 8th Session of the 15th National Assembly; and reviewed the National Assembly's report on people's petitions in March 2025.

Briefly presenting the Report on the results of monitoring the settlement and response to voters' petitions sent to the 8th Session of the 15th National Assembly, Chairman of the National Assembly's Petition and Supervision Committee Duong Thanh Binh said that through the National Assembly deputies' meetings with voters, 2,033 petitions were compiled and sent to competent agencies for settlement, of which 1,953 petitions were settled and responded to, reaching 96.1%.

The Ministry of Finance and the Ministry of Culture, Sports and Tourism both agreed that it was necessary to issue a replacement circular. However, there are still problems in determining the unit in charge of issuing the document.

Through monitoring, it is shown that Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL issued in 2011 is an important legal basis for organizing sports tournaments, but many contents are outdated and no longer suitable for reality. The prescribed expenditure levels do not keep up with actual costs and the basic salary has increased 2.82 times compared to the time of issuance.

To resolve the problems and resolve the voters' long-standing petitions, the Standing Committee of the People's Aspirations and Supervision Committee has recommended that the Ministry of Culture, Sports and Tourism - as the state management agency in the field of sports - soon submit a document to the Prime Minister requesting the assignment of a presiding agency.

In response to the comments of the Standing Committee of the People's Petition and Supervision Committee, on March 24, 2025, the Ministry of Culture, Sports and Tourism submitted a Submission to the Prime Minister, proposing to assign the task of developing and promulgating a document to replace Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL. Therefore, the People's Petition and Supervision Committee recommends that the Prime Minister consider and promptly assign the agency in charge of developing and promulgating a circular to replace Joint Circular No. 200/2011/TTLT-BTC-BVHTTDL.
