Early investment in section of Ninh Binh - Hai Phong expressway

Previously, Hai Phong voters sent a document requesting the Government, ministries and branches to pay attention, arrange capital sources, and speed up the implementation of procedures to invest in a number of important infrastructure projects of the city.

These include the Ninh Binh - Hai Phong expressway project; upgrading and renovating corridors to promote Hai Phong's favorable waterway conditions connecting with localities in the region; the new Lao Cai - Hanoi - Hai Phong railway line parallel to the Hanoi - Hai Phong expressway; terminals following Lach Huyen international gateway port; ports in the South Do Son area; projects to renovate and upgrade Cat Bi international airport...

According to the road network planning, the Ninh Binh - Hai Phong expressway is about 109 km long, has 4 lanes, and is expected to be invested before 2030, according to the Ministry of Transport.

Up to now, basically the sections on the Ninh Binh - Hai Phong expressway have been assigned to the local authorities as the managing agencies/competent agencies and are being invested in. Only about 6km in Hai Phong city has not been implemented.

The above 6km section has been prepared for an Investment Policy Report. However, due to resource constraints, capital has not been allocated to invest in this section in the 2021 - 2025 period.

The Ministry of Transport affirmed that in the process of developing a medium-term public investment plan in the coming time, based on the ability to balance resources and the principles of capital allocation according to regulations, the Ministry of Transport will consider and report to competent authorities to soon invest in this route.

Regarding investment in the Lao Cai - Hanoi - Hai Phong railway line, according to the railway network planning, the Lao Cai - Hanoi - Hai Phong railway line is about 380km long, double track, 1,435mm gauge. Of which, the Hanoi - Hai Phong section will be invested before 2030, the Hanoi - Lao Cai section will be invested after 2030.

Currently, the Ministry of Transport is preparing a pre-feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project, with an estimated total investment of about 11 billion USD, to submit to the National Assembly for decision on investment policy in 2025, striving to start construction in 2027.

Improving water transport capacity

Regarding the upgrading and renovation of inland waterways, the Ministry of Transport informed that according to the inland waterway infrastructure planning, in Hai Phong city, there are 7 central waterways planned connecting Hai Phong city and neighboring localities.

In recent times, the Ministry of Transport has always paid attention to investing in projects to upgrade main waterways to improve transport capacity, serve the circulation of large volumes of goods, reduce congestion, reduce the load on the road system, and develop regional and inter-regional economies.

In the period 2011 - 2020, the Ministry of Transport has allocated 6,900 billion VND to invest in upgrading inland waterways in the Northern Delta region. Of which, priority has been given to allocating 1,200 billion VND to invest in waterway route No. 1, 250 km long, Quang Ninh - Hai Phong - Viet Tri.

In the coming time, the Ministry of Transport will continue to prioritize and balance capital to invest in upgrading central inland waterways connecting Hai Phong city with localities according to the planning to improve water transport capacity. In particular, priority will be given to implementing the investment project to upgrade the Quang Ninh - Hai Phong - Ninh Binh waterway via the Luoc River.

At the same time, the Ministry of Transport is assigning the Vietnam Inland Waterways Administration to establish the Project "Improving container transport capacity on the Bac Ninh - Hai Phong inland waterway route" as a basis for investment in the next phase.

By 2027, Lach Huyen port area will have 8 berths with a throughput capacity of 6 million TEUs.

According to the detailed planning of the seaport group, by 2030 Lach Huyen container terminal will have 10-12 berths.

With the proposal to invest in the next berths following Lach Huyen international gateway port, according to the detailed planning results of the seaport group submitted by the Ministry of Transport to the Prime Minister, by 2030 Lach Huyen container terminal will have 10-12 berths (including the previous investment phase).

Up to now, Lach Huyen container port has invested in 8 berths. Specifically, 2 berths have been put into operation (berths 1 and 2) since 2018 and 4 berths are under construction (berths 3 and 4, and 5 and 6).

At the same time, the construction procedures for 2 berths (berths 7 and 8) are being carried out in the area. The ports from berths 3 to 8 will be put into operation from 2024 to 2027.

Thus, by 2027, Lach Huyen container terminal will have 8 berths (from berth 1-8) with a total length of 3,300m and a container throughput capacity of 6 million TEUs, in line with the approved planning roadmap, meeting the current and future cargo throughput needs in the area.

In the investment of ports in the South Do Son area, according to the Ministry of Transport, the South Do Son port area is planned to function as a gateway, combined with international transit. Currently, the Ministry of Transport has submitted to the Prime Minister a detailed plan for seaport groups, in which by 2030, the investment will be completed and 2 starting ports in the South Do Son port area will be put into operation.

After the detailed planning of the above seaport group is approved, the Ministry of Transport will approve the detailed planning of the land and water area of ​​Hai Phong seaport (including Nam Do Son wharf area) as a basis for Hai Phong City People's Committee to call for socialized investment.

For the project to renovate and upgrade Cat Bi international airport, the project to build passenger terminal T2 with a capacity of 5 million passengers/year has been decided by the Prime Minister with a total investment of 2,405 billion VND.

Vietnam Airports Corporation (ACV) approved the investment project in August 2023. The expected implementation progress is about 18 months from the handover of the construction site.

However, currently, the project's site clearance work is facing problems related to procedures for transferring defense land and handling and arranging real estate assets. Therefore, the Ministry of Transport requests the Hai Phong City People's Committee to closely coordinate with agencies and units under the Ministry of National Defense to thoroughly handle the site handover to investors to implement the project, and soon put the project into operation.

As for the project to develop Hai Phong city to adapt to climate change using loans from the World Bank, the Prime Minister has approved the project proposal, with a total investment of about VND 9,900 billion. Currently, the Ministry of Planning and Investment is presiding over the appraisal of the pre-feasibility study report, with the project expected to start in 2026 and be completed in 2030.
