Unprecedented: Districts and counties will disappear from the administrative map

Many people are familiar with the phrase "going to the district" when they need to apply for a building permit, register a child's birth, or handle land procedures. But starting next July, that habit will change - in a more convenient, less complicated way, thanks to the policy of streamlining the apparatus, bringing public services closer to the people.

According to Resolution 60 dated April 12, the Central Executive Committee agreed to the policy of organizing two-level local government including provincial level (province, centrally-run city) and communal level (commune, ward, special zone under province, city). District-level administrative units will end from July 1 after the resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) takes effect.

This is not a random move, but the result of a thorough research process, demonstrating a strong determination to modernize the administration and better serve the people.

The government and relevant agencies clearly identify: The more streamlined the apparatus, the faster the work will be handled, avoiding the situation of "the top tells, the bottom doesn't understand". Reducing intermediate levels helps cut down the time to process procedures and reduce social costs. Concentrating resources on the commune - the place closest to the people, thereby improving the capacity of the grassroots government, helping people to handle all procedures right on the spot.

Where to go, who to meet when there is no longer a district level?

The biggest concern of the people is: "Without a district, where can I go to get paperwork?"

The answer is clear:

The commune/ward/town level will receive and handle common procedures: household registration, certification, land, construction, individual business registration...

The provincial level is responsible for more comprehensive, interdisciplinary, and strategic issues such as planning, investment, recruitment, handling of complaints and denunciations, etc.

In particular, the online public service system and modern one-stop public administrative centers in provinces and cities will be places where people receive enthusiastic, thoughtful and prompt support.

The administrative restructuring is carried out according to a clear and scientific roadmap, with careful preparation of personnel, facilities and information systems. District-level officials will be appropriately assigned to new units. People will be given specific instructions on locations and procedures to avoid unnecessary disruption. New receiving units will be trained and have their capacity enhanced to best serve the people.

The benefits of the two-tier model will soon be felt by the people. When procedures are faster and simpler. The government is closer to the people and closer to the work. And the implementation policies are more flexible and clearer.

The abolition of the district level is not a simple reduction, but a strong innovation for the people, for the future of the country. In the digital transformation era, the cumbersome management model will no longer be suitable. The government needs to be one step ahead, proactively changing to meet the expectations of the people.

A person in a remote area like Kon Tum will no longer have to spend all day "going to the district, waiting in line". A worker in Long An can register the birth of his child right at the ward, without having to ask for a certificate in many places like before. From July 1 - there will be no more district level, but there will be a government closer to the people than ever.
