According to the Ministry of Transport, the detailed planning of seaport groups aims to concretize the overall planning for the development of the seaport system.
From there, there is a specific and detailed basis for implementing investment in exploiting a synchronous seaport system with appropriate scale and roadmap, meeting the needs of importing and exporting goods through seaports and being competitive in seaport activities with countries in the region and the world, contributing to ensuring national defense and security.
The capital investment demand for the seaport system by 2030 is about 351,500 billion VND, including investment capital for public maritime infrastructure of about 72,800 billion VND and investment capital demand for ports of about 278,700 billion VND (Photo: Ta Hai).
According to the plan, it is forecasted that by 2030, the volume of goods passing through seaport areas will reach about 1.2-1.4 billion tons of goods, with the volume of containerized goods calculated in Teu expected to be about 46.30-54.34 million Teu.
With the forecast of goods through each seaport group, seaport groups No. 1 and No. 4 are expected to have the highest cargo throughput by 2030, about 321-383 million tons (seaport group No. 1) and from 499-564 million tons (seaport group No. 4).
The planned cargo volume does not include international container transit cargo. The international container transit cargo volume is specifically determined in the project investment preparation step, depending on the capacity and commitment of the Investor regarding the international transit cargo volume that the Investor brings when participating in the project.
According to forecasts, the number of passengers passing through seaports by 2030 is expected to reach from 17 to nearly 19 million passengers, including both international and domestic passengers.
The total land use demand according to the planning until 2030 is about 33,800ha (including seaport development areas, Can Gio international transit port area and industrial parks, logistics... associated with the port), of which the seaport is 17,300ha. The total water surface use demand according to the planning until 2030 is about 606,000ha.
It is estimated that the investment capital demand for the seaport system by 2030 will be about VND 351,500 billion, including investment capital for public maritime infrastructure of about VND 72,800 billion and investment capital demand for ports of about VND 278,700 billion (including only ports providing cargo handling services).
The planning of seaports, ports and wharves submitted by the Ministry of Transport to the Government also orients priority investment tasks until 2030.
Regarding public maritime infrastructure, priority is given to investing in, renovating and upgrading the Van Uc River channel for ships of 10,000 tons; the Chanh River channel for ships of up to 50,000 tons; the Cam Pha channel for ships of up to 200,000 tons; the Nghi Son channel for ships of up to 50,000 tons; the Tho Quang channel for ships of up to 10,000 tons; the Hon La, Quy Nhon, Ba Ngoi channels for ships of up to 50,000 tons; the Vung Tau - Thi Vai channel for ships of up to 200,000 tons with reduced load (18,000 TEU); the channel for large tonnage ships entering the Hau River for ships of 10,000 tons fully loaded, 20,000 tons with reduced load; the maritime channel through Tran De estuary for ships of up to 2,000 tons and other channels.
At the same time, invest in lighthouses on islands and archipelagos under Vietnam's sovereignty, infrastructure to serve maritime safety; build a coastal information station, a search and rescue center, and a representative of Nha Trang Maritime Port Authority in Truong Sa island district.
In addition, investing in the construction of breakwaters at Vung Ang and Chan May ports; public infrastructure for Tran De offshore port. Upgrading and renovating the sand-blocking dyke system at Cua Viet and Cua Gianh channels; regulating the maritime channels at Diem Dien and Van Uc. Vessel traffic management system (VTS) at Hon Gai - Cai Lan channel and the channel for large tonnage ships entering the Hau River.
Regarding seaports, from wharf No. 3 to wharf No. 8 in Lach Huyen wharf area will be put into operation; wharfs in Lien Chieu wharf area, main wharfs of type I seaports; tourist wharfs, international wharfs and marinas associated with dynamic tourism development areas; large-scale wharfs associated with coal, gas, petroleum and metallurgical power centers; wharfs serving coastal economic zones; calling for investment in wharfs at potential seaports Van Phong and Tran De.
In addition, investing in the Nam Do Son port area (Hai Phong), ports in the Cai Mep Ha area, Can Gio international transit port (HCMC) and Tran De port area (Soc Trang).
