Annual revenue on e-commerce reaches 16-19 billion USD
On the morning of November 7, the National Assembly spent more than an hour continuing to question Government members on the following areas: Industry and Trade, Agriculture and Rural Development, Transport, Construction, Natural Resources and Environment.
Questioning Minister of Industry and Trade Nguyen Hong Dien, National Assembly delegate Le Doan An Xuan (Phu Yen delegation) said that the situation of counterfeit, fake, and poor quality goods that do not match the advertised introduction is still a burning issue, especially through online sales channels.
Many cases were discovered and boycotted by the people and the online community, but there was no intervention from state management agencies. "So when will the Ministry of Industry and Trade have an effective solution to resolve this situation?", the delegate asked.
Responding to delegates, the Minister of Industry and Trade said that e-commerce is a pioneering field of the digital economy. In Vietnam, recently, annual revenue from e-commerce reached 16-19 billion USD and a growth rate of 20-25%/year, but there are also many negative factors.
Informing that the market management force has handled many cases related to smuggled goods, counterfeit goods, and goods of unknown origin on a large scale, Mr. Dien cited a series of inspections and handling of warehouses with counterfeit goods of famous brands.
"In the first months of the year, 523 cases were inspected, 497 cases were handled, 7.8 billion VND in fines were imposed and 3.6 billion VND in goods were valued," the Minister informed.
Regarding the solution, Minister Nguyen Hong Dien said that recently, the Ministry of Industry and Trade has added responsibilities to social network owners and e-commerce platform owners to remove information about violating goods within 24 hours. At the same time, it has coordinated to review and detect violations through online sales; coordinated with social networks to build a reporting channel to support the handling of content of buying and selling violating goods on social networking platforms.
In the coming time, he said, in addition to amending related laws, decentralization will be applied to localities to strengthen comprehensive management, proactively requesting e-commerce and social network owners to coordinate to review and remove information on goods that violate the law; increase data sharing and information connection to serve State management in e-commerce activities.
How is the progress of Long Phu 1 Thermal Power Plant?
Questioning the Minister of Industry and Trade, National Assembly delegate To Ai Vang - Deputy Head of the National Assembly Delegation of Soc Trang province said that the Long Phu 1 Thermal Power Plant project consists of three units with a capacity of 1,200 MW. According to the plan, unit 1 of this plant will be put into commercial operation in 2018. As of November 2023, the project progress has reached 78% of the completed work volume compared to the contract and currently the project is suspended, 5 years behind schedule compared to the expected operation.
Long-term construction suspension will affect the quality of materials and equipment stored in warehouses at the construction site, which may require replacement and damage state assets if there are no timely and appropriate preservation measures.
She asked the Minister of Industry and Trade to let her know what solutions and when to submit them to the Prime Minister to resolve the problem, in order to put Long Phu 1 Thermal Power Plant into operation soon?
In response, Mr. Nguyen Hong Dien said that since 2010, the project was assigned by the Government to the Vietnam Oil and Gas Group - PVN as the investor. By 2014, PVN had signed a joint venture contractor with a Russian company. However, when the project was 77-78% complete, problems arose in 2018. By 2019, the partner sent a written request to terminate the contract due to force majeure.
Due to the lack of agreement, the case is currently being handled by international commercial arbitration. After the decision of the International Commercial Arbitration Court, PVN can come up with an official plan for the Long Phu 1 project, prioritizing the inheritance and maximizing the use of subcontractors, manufacturers, materials and equipment that have been and are participating in the project.
As the project investor, the Government and the Ministry of Industry and Trade have been directing PVN to develop an implementation plan with the goal of minimizing damage and putting the project into operation as soon as possible.
"The Government and the Prime Minister have been closely directing to ensure the project is restarted and completed as soon as possible, striving for 2026, ensuring compliance with the law, national interests, and maintaining relationships with partners," he said.
