After 10 years of becoming a town, looking back on the past, it is easy to see that most economic and social sectors have made strong progress and development. Urban infrastructure has been invested in and completed, people's lives have been constantly improved, the poverty rate has been decreasing sharply... Thereby creating a solid foundation for Dien Ban to realize the goal of becoming a city before 2030.
Comprehensive development
In 2025, Dien Ban aims to increase the production value of the entire economy by 11% or more compared to 2024. Of which, the industry - construction sector will increase by 11% or more (industry alone will increase by 10% or more); agriculture - forestry - fishery will increase by 2% or more; trade - services will increase by 13% or more; total social investment capital will increase by 12% or more; domestic revenue in the area will increase by 29% or more...
Mr. Nguyen Minh Hieu - Acting Chairman of Dien Ban Town People's Committee shared that these are positive goals that Dien Ban can achieve. This is completely reasonable if looking back at the development path of Dien Ban after 10 years of becoming a town.
According to Mr. Nguyen Minh Hieu, in 2015 when Dien Ban was recognized as a town, the total balanced budget revenue in the area at that time was only about 200 billion VND, but 9 years later, despite being affected by the COVID-19 pandemic and economic recession, in 2024 the total budget revenue in the area still reached more than 1,223 billion VND.
The average growth rate of production value is 7.53%/year, the economic structure and labor structure have shifted strongly towards industry and services. Specifically, the proportion of the agricultural sector has gradually decreased (-2.66%), the proportion of the service sector has increased (+6.35%).
The average income per capita in 2015 was only 32.5 million VND, but by 2024 it had increased to 71.3 million VND. The poverty rate also decreased from 3.42% in 2015 to 0.61% in 2024, and is expected to decrease to 0.6% in 2025. Notably, from 2017 to now, Dien Ban has balanced its own budget revenue and expenditure and has regulated it to higher levels.
Up to now, Dien Ban town has 8/8 communes maintaining new rural standards (NTM) according to the criteria for the period 2021 - 2025. Of which, there are 6 advanced NTM communes (Dien Quang, Dien Trung, Dien Phong, Dien Phuoc, Dien Tho, Dien Tien) and 4 model NTM communes (Dien Quang commune was recognized in 2023; the province is requested to appraise and recognize the model NTM commune standards in 2024 for 3 communes Dien Trung, Dien Phong, Dien Phuoc at the end of 2024). There are 59 model NTM villages recognized by the town People's Committee.
Besides, in 2015, Dien Ban had 7 wards, urbanization rate of 38.7%; by February 13, 2023, the National Assembly Standing Committee issued Resolution No. 727 on establishing 5 wards in Dien Ban town, bringing the total to 12 wards and 8 new rural communes, urbanization rate of 66.6%.
Towards a third-class city
According to the Quang Nam Provincial Planning approved by the Prime Minister and the Adjusted Dien Ban Urban Planning approved by the Provincial People's Committee, Dien Ban will become a type 3 urban area before 2030 with an ecological, cultural, and smart orientation, playing the role of a development center for the Northern Quang Nam region and a connecting urban area for development with Da Nang and Hoi An.
Mr. Nguyen Minh Hieu acknowledged that to complete this goal, in addition to developing the economy towards industry, trade and services, especially tourism, in the coming time, the town will review all enterprises that are producing ineffectively, and propose to reclaim the areas that are not producing.
At the same time, increase investment attraction to increase the value of industrial production to solve local labor problems. Focus on developing tourism based on advantages in location, natural landscape, culture, etc. Improve people's living standards, focus on reducing the rate of poor and near-poor households, gradually improve people's living standards towards civilized urban areas in the future.
In particular, focusing on completing urban infrastructure is considered a key issue that plays an important role. In recent times, the town has mobilized many resources to invest in infrastructure, completing the appearance according to the requirements of urban and new rural development, with quite positive results. In particular, the town focuses on the highlight of the coastal urban area of Dien Ban - Hoi An with the Co Co river axis based on scenic bridges connecting East - West traffic and leading to the sea.
It is expected that in the period of 2025 - 2030, the coastal residents of Dien Ngoc and Dien Duong will be arranged to form a Sea Square, which will be the space for fishing festivals, performances of folk cultural forms... creating a tourist attraction on the coastal traffic route of Da Nang - Hoi An.
The Town People's Committee has directed the Urban Management Department and other departments to review all criteria to meet the standards of a type 3 urban area. In particular, any standards that have not been met will be focused on developing a plan to implement investment to complete the criteria.
Up to now, through self-review of urban criteria, Dien Ban town has achieved 78.67/100 points, basically surpassing the milestone to become a type 3 urban area before 2030. For the remaining criteria, Dien Ban will focus local resources and propose central support to complete in the coming time.
In fact, over the past 10 years, Dien Ban has made continuous efforts to make good use of capital sources and attract investment in urban infrastructure development. Many projects and public investment projects have been implemented with high efficiency, such as the Bac Quang Nam Sports Center, Thanh Nien Park, Me Thu Park, upgrading traffic routes, drainage systems in residential areas, urban areas, etc.
At the same time, the town also focuses on provincial projects in the area such as DT605, DT607, DT608, DT609, Van Ly bridge, Northern Quang Nam belt road... These projects have contributed significantly to the technical infrastructure criteria in the process of approving communes to become wards or, more broadly, upgrading urban areas from type 4 to type 3.
