At the 17th Hai Phong City Party Committee Conference, Chairman of Hai Phong City People's Committee Nguyen Van Tung informed that in the first 9 months of 2024, the socio-economic situation in Hai Phong continued to be stable and developed, with some key economic indicators growing compared to the same period.

Specifically, the city's gross regional domestic product (GRDP) increased by 9.77%, ranking 8th in the country and 2nd in the Red River Delta (RD); the industrial production index (IIP) increased by 14.09%; state budget revenue reached 87,822.22 billion VND, up 34.3%; export turnover reached 26.4 million USD, up 26.8%; cargo output through the port reached 123.48 million tons, up 9.41%; the number of tourists reached 7,125.79 thousand arrivals, up 13.65%.
As of September 30, 2024, public investment capital in 2024 disbursed VND 8,887,632 billion, equal to 44% of the city's assigned plan (VND 19,972.7 billion), equal to 52% of the Prime Minister's assigned plan (VND 17,019.2 billion).
The city’s investment and business environment continues to improve. The commencement and inauguration of a number of major projects and works have contributed to raising the city’s status and opening up space and development potential for many economic and social sectors.
The cultural, social and environmental sectors continue to receive attention; social security is ensured. Politics and society are stable, national defense, security and social order and safety are maintained. Foreign affairs, international integration and regional connectivity are promoted.

Removing difficulties for businesses after storm No. 3
However, due to the impact of storm No. 3, industrial production activities in Hai Phong were suspended for a period of time, causing delays in the export schedule. The manufacturing and processing industry index grew low, leading to the industrial production index IIP in September 2024 estimated to grow low at 3.48% over the same period.
Storm No. 3 caused damage to people and property; the total damage (estimated) in the city is about 12,000 billion VND.
At the conference, Hai Phong City Party Secretary Le Tien Chau acknowledged and commended the efforts of departments, branches, and localities that have taken drastic and responsible actions for the people and the city to minimize the damage caused by storm No. 3 and promptly overcome the consequences caused by the storm.
According to Mr. Le Tien Chau, many major and key tasks assigned by the Standing Committee of the City Party Committee to be carried out from now until the end of the term have basically been carried out on schedule and with quality.

To complete the tasks of 2024 as well as strive to complete at the highest level the goals, targets and tasks of the 2020-2025 term, the Secretary of the Hai Phong City Party Committee proposed to continue to strengthen the unity of ideology and politics within the entire Party Committee, the consensus of all classes of people in the process of implementing the city's development goals.
Focus on directing the implementation of the arrangement, assignment, and rotation of cadres, strictly implementing the policy of arranging key cadres at all levels who are not local people in conjunction with the work of preparing personnel for Party congresses at all levels for the 2020-2025 term.
Focus on accelerating the progress of digital transformation tasks to ensure progress according to plan. Urgently urge the preliminary review of the implementation of Resolution No. 35 of the National Assembly, ensuring the set progress with the view of achieving the most specific pilot mechanisms and policies for the city in the coming time.
Along with that, to ensure the city's budget revenue target during the term and GRDP growth in 2024 and subsequent years to maintain double-digit growth.
The Secretary of the Hai Phong City Party Committee requested departments, branches, units and localities to focus on solutions to remove difficulties and support businesses to recover production after Typhoon Yagi. Temporarily suspend inspections, support insurance payment procedures for post-typhoon damages, support credit policies and import-export procedures.
Localities also need to have solutions to encourage investors and contractors to prioritize purchasing goods and services produced at production and business establishments in the city to increase the production value of the city's economic sectors.
“The Party Executive Committee of the City People's Committee needs to direct the establishment of working groups to work with businesses, especially FDI enterprises and large enterprises, to visit, encourage, and resolve difficulties and problems to ensure the completion and surpassing of the 2024 production and business plan,” Mr. Chau noted.
