The Chairman of Hai Phong City People's Committee has just signed and issued a Plan to assign tasks to reorganize and streamline the organizational apparatus of the city's political system. In which, agencies, units, and localities must complete the project or plan to reorganize and streamline the apparatus of the political system before January 1, 2025.
After the merger, Hai Phong City's departments and branches will focus on working at the new headquarters at the Hai Phong City Political - Administrative Center in the North Cam River Urban Area, expected to be completed in 2025.
Specifically, Hai Phong will merge 12 departments into 6 departments. Of which, the Department of Planning and Investment will merge the Department of Finance into the Department of Finance and Development Investment or the Department of Economic Development. After the merger, 6 departments and 1 public service unit will be reduced.
Merge the Department of Transport and the Department of Construction to form the Department of Infrastructure Development or the Department of Transport and Urban and Rural Construction. After the merger, there will be a reduction of 6 departments, 3 public service units and 1 Traffic Safety Committee.
The Department of Agriculture and Rural Development will merge with the Department of Natural Resources and Environment to form the Department of Agriculture and Natural Resources and Environment. After the merger, there will be a reduction of 4 departments, 3 branches, 1 coordination office and 3 public service units.
Merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science, Technology and Digital Transformation or the Department of Science, Technology, Digital Transformation and Communications. After the merger, 4 departments and 2 public service units will be reduced.
The Department of Labor, War Invalids and Social Affairs merged with the Department of Home Affairs to form the Department of Home Affairs and Labor, reducing 3 departments, 4 branches and equivalents, and 8 public service units.
The Department of Culture and Sports will merge with the Department of Tourism to form the Department of Culture, Sports and Tourism. This was the old name before the two departments were separated in 2016. After the merger, there will be 5 fewer departments and 7 fewer public service units than at present.
Merge and consolidate 4 Project Management Boards under the City People's Committee into 2 Project Management Boards: Merge the Hai Phong Civil Works Construction Investment Project Management Board and the Agricultural and Rural Development Construction Investment Project Management Board; Merge the Urban Infrastructure and Economic Zone, Industrial Park Construction Investment Project Management Board (autonomous unit for regular expenditure) with the Hai Phong Traffic Works Construction Investment Project Management Board.
Transfer the Land Fund Development Center under the Department of Natural Resources and Environment to the City People's Committee according to the provisions of the Land Law.
For specialized agencies under the People's Committees of districts, carry out the merger of specialized agencies under the People's Committees of districts to unify with the merger of city departments and branches.
Reorganize specialized agencies in localities that have converted their model from rural (district) to urban (district, city under the city) to ensure compliance with legal regulations and consistency with the district model. Implement multi-task, multi-field management offices; reduce the total number of affiliated offices by at least 15% - 20%.
Some localities will merge the Land Fund Development Center with the Construction Investment Project Management Board, the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment, and end the operations of the Market Management Board in 7 districts...
For 7 districts, merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs and Labor; merge the Department of Health with the Department of Culture and Information into the Department of Culture and Society.
For the districts of An Lao, Tien Lang, Vinh Bao, Kien Thuy, the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs will be merged into the Department of Home Affairs and Labor, the Department of Health with the Department of Culture and Information will be merged into the Department of Culture and Society; the Department of Natural Resources and Environment and the Department of Agriculture and Development will be merged into the Department of Agriculture and Natural Resources and Environment.
For An Duong district and Thuy Nguyen city (after establishment): merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs and Labor; merge the Department of Health with the Department of Culture and Information into the Department of Culture and Society; reorganize the Department of Agriculture and Rural Development into the Department of Economy; reorganize the Department of Economy and Infrastructure into the Department of Urban Management.
For public service units, continue to reduce the number of public service units under the City People's Committee, under departments, branches and People's Committees of districts and towns in the direction of merging and consolidating units according to the requirements of Resolution No. 19-NQ/TW, regulations of the Government, and directions of the Standing Committee of the City Party Committee and the City People's Committee.
Particularly for educational and training units under the People's Committees of districts and towns, arrange and merge preschools in the same commune-level administrative unit; arrange primary and secondary schools with less than 15 classes; review primary and secondary schools in the same commune-level administrative unit to propose plans to arrange and merge schools of the same level or establish a joint primary and secondary school (depending on the actual conditions of the locality).
Dissolve the District Vocational Education and Continuing Education Center and transfer its functions and tasks to the Hai Phong Continuing Education Center under the Department of Education and Training.
Also according to the direction in the above plan of Hai Phong City People's Committee, for departments and branches subject to consolidation, review and streamline support departments, share after consolidation, organize 1 Office, 1 Department Inspectorate; 1 department performing the function of Finance - Planning - Investment and 1 department of personnel organization.
For specialized departments, reduce at least 15% - 20% of internal organizational units; implement multi-task and multi-field management departments.
