On the morning of June 18, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the 5th meeting of the Provincial People's Committee in June to discuss and resolve reports and proposals submitted by a number of departments, branches and localities.

The meeting spent most of the time discussing and evaluating the implementation of the province's socio-economic development tasks in the first 6 months of the year and key solutions for the last months of 2024. Chairman of Hai Duong Provincial People's Committee Trieu The Hung affirmed that the province has successfully completed the socio-economic development tasks in the first 6 months of 2024. However, in implementing the province's socio-economic development tasks, there are still some limitations that need to be overcome soon so that the province can grow stably and sustainably in the coming time.

Chairman of the Provincial People's Committee Trieu The Hung assigned the Department of Planning and Investment to receive opinions from delegates attending the meeting, supplement and complete the report. In particular, it focuses on clarifying issues on site clearance, disbursement of public investment capital, announcement of construction material prices, etc. The Chairman of the Provincial People's Committee requested to have a thematic meeting on outstanding issues to promptly remove and resolve difficulties, promoting socio-economic development of the province. Particularly, districts, cities and towns must prioritize and focus on implementing tasks on regional planning and zoning planning to create a basis for implementing projects and works serving socio-economic development. All levels and sectors, depending on their functions and tasks, proactively carry out assigned tasks as well as actively propose related issues to create synchronous growth among sectors and localities.

Regarding state budget revenue, the Chairman of the Provincial People's Committee requested the tax authority to take measures to avoid dependence on large enterprises. At the same time, research and propose solutions to nurture long-term revenue sources. The Department of Finance advised the Provincial People's Committee on plans and strategies for land revenue collection to avoid creating pressure on public investment.

According to the Department of Planning and Investment, in the first 6 months of 2024, the implementation of the province's socio-economic development tasks achieved a number of positive and outstanding results. The economy grew by 10%, higher than the set scenario (the scenario is estimated to increase by 8.22%). The province effectively implemented solutions to improve the investment and business environment, enhance provincial competitiveness, the province's PCI index in 2023 increased by 15 places, ranking 17th in the country. Total social development investment capital is estimated to increase by 7.2% while in the same period last year it only increased by 0.8%. State budget revenue achieved good results, increasing by 41% over the same period, completing 41% of the annual estimate. The province is interested in and fully and promptly implements social security policies, ensuring national defense, security, and social order and safety.

In addition to positive results, the province still has some limitations and difficulties in implementing socio-economic development tasks. Economic growth in the second quarter of 2024 slowed down, mainly due to low growth in the agriculture, industry and construction sectors. The disbursement rate of public investment capital was low, below the national average. The number of new enterprises increased slowly, only 4.2%, the number of enterprises returning to the market decreased by 1/3 compared to the same period last year.
