TPO - The Hanoi People's Committee requested the Chairman of the Bac Tu Liem District People's Committee to review responsibilities and take disciplinary action against groups and individuals at the District Construction Investment Management Board for "holding" citizens' petitions for 3 years.
Vice Chairman of Hanoi People's Committee Le Hong Son has just signed and issued the Conclusion on the content of the accusation against the Chairman of Bac Tu Liem District People's Committee.
Accordingly, regarding the content of the accusation that the Chairman of the People's Committee of Bac Tu Liem District did not resolve and respond to citizens' petitions reflecting violations by organizations and individuals in investment, construction, land, and construction order, specifically: Citizens reflected on the investment and construction of Thuy Phuong Kindergarten with violations (the Investigation Police Agency - Bac Tu Liem District Police had document No. 30/CQCSDT-DTKT dated October 24, 2019 forwarding the citizen's petition to the People's Committee of Bac Tu Liem District for resolution), however, up to now, the Chairman of the People's Committee of Bac Tu Liem District has not resolved and responded to the citizen's petition.
According to the Hanoi People's Committee, after receiving the transfer document from the Investigation Police Agency - Bac Tu Liem District Police, from February 2020 to April 2023, the Bac Tu Liem District People's Committee issued 6 documents urging and requesting the Director of the Bac Tu Liem District Investment and Construction Project Management Board to advise the Bac Tu Liem District People's Committee to resolve and respond to citizens.
However, up to now, the Bac Tu Liem District Construction Investment Project Management Board has not followed the direction of the Bac Tu Liem District People's Committee, leading to the Bac Tu Liem District People's Committee not having a written response to the citizens. The main responsibility belongs to the Director of the Bac Tu Liem District Construction Investment Project Management Board.
In addition, the Chairman of the People's Committee of Bac Tu Liem District (from February 2020 to present) has been responsible for issuing 6 documents assigning tasks and urging the Director of the Bac Tu Liem District Construction Investment Project Management Board to not perform but there is no measure to handle responsibility. Thus, the content of the citizen's complaint is correct.
From there, the Hanoi People's Committee assigned the Chairman of the Bac Tu Liem District People's Committee to seriously review and learn from the slow resolution and response to citizens' complaints and recommendations, and take disciplinary measures against the Director of the Bac Tu Liem District Construction Project Management Board for not performing assigned tasks.
At the same time, urgently verify and respond to citizens regarding the content of the reflection on violations in the investment and construction of Thuy Phuong Kindergarten (the Investigation Police Agency - Bac Tu Liem District Police has issued Document No. 30/CQCSDT-DTKT dated October 24, 2019 transferring the citizen's petition to the People's Committee of Bac Tu Liem District for settlement).
Organize a review of responsibilities and take disciplinary action against groups and individuals at the Bac Tu Liem District Construction Investment Project Management Board, the Bac Tu Liem District Department of Natural Resources and Environment, and the People's Committee of Thuy Phuong Ward for the delay in advising the Bac Tu Liem District People's Committee to respond to citizens' complaints and recommendations; rectify the work of advising, directing, inspecting, and supervising the handling of citizens' complaints.
