Hanoi and Ho Chi Minh City reduce 92 commune-level administrative units

On the morning of November 14, at the 39th session, with 100% of members present in agreement, the National Assembly Standing Committee passed 12 resolutions on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities including: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Quang Ngai, Quang Tri, Son La, Tra Vinh, Vinh Phuc.

The resolutions take effect from January 1, 2025. The resolution of Son La province takes effect from February 1, 2025 to facilitate the locality in preparing, perfecting the organizational structure, changing the seal and other necessary conditions for the operation of the administrative unit formed after the reorganization.

Previously, presenting a report on behalf of the Government, Party Central Committee member and Minister of Home Affairs Pham Thi Thanh Tra said that in Hanoi, the Government proposed to reorganize 109 commune-level administrative units to form 56 new commune-level administrative units. After the reorganization, 53 commune-level administrative units will be reduced.

For Ho Chi Minh City, the Government proposed to rearrange 80 wards to form 41 new wards, after rearrangement, reduce 39 wards.

In An Giang province, rearrange 2 commune-level administrative units to form 1 new ward. After rearrangement, reduce 1 commune-level administrative unit.

In Dong Thap province, rearrange 4 commune-level administrative units to form 2 new commune-level administrative units. After rearrangement, reduce 2 commune-level administrative units.

In Ha Nam province, establish 1 town on the basis of the status quo of 1 district (Kim Bang town) and rearrange 29 commune-level administrative units to form 18 new commune-level administrative units. After the rearrangement, keep the number of district-level administrative units the same, reduce 11 commune-level administrative units.

In Ha Tinh province, 4 district-level administrative units and 23 commune-level administrative units were rearranged to form 3 new district-level administrative units and 16 new commune-level administrative units. After the rearrangement, 1 district-level administrative unit and 7 commune-level administrative units were reduced.

In Phu Tho province, 31 commune-level administrative units were rearranged to form 13 new commune-level administrative units. After the rearrangement, 18 commune-level administrative units were reduced.

In Quang Ngai province, 9 commune-level administrative units were rearranged to form 6 new commune-level administrative units. After the rearrangement, 3 commune-level administrative units were reduced.

Quang Tri province, rearranged 13 commune-level administrative units to form 7 new commune-level administrative units. After the rearrangement, 6 commune-level administrative units were reduced.

In Son La province, the Government proposed to establish a town on the basis of the existing district (Moc Chau town) and rearrange 30 commune-level administrative units to form 26 new commune-level administrative units. After the rearrangement, the number of district-level administrative units will remain the same and 4 commune-level administrative units will be reduced.

Tra Vinh province, rearrange 3 wards to form 1 new ward, then rearrange to reduce 2 wards.

In Vinh Phuc province, 28 commune-level administrative units were rearranged to form 13 new commune-level administrative units. After the rearrangement, 15 commune-level administrative units were reduced.

" Thus, the Government proposes to reorganize and establish 6 district-level administrative units and 361 commune-level administrative units to form 5 new district-level administrative units and 200 commune-level administrative units in 12 provinces and cities. After the reorganization, 1 district-level administrative unit and 161 commune-level administrative units will be reduced ," said Ms. Pham Thi Thanh Tra.

The Minister of Home Affairs informed that 5 provinces and cities (Hanoi, Ha Tinh, Phu Tho, Quang Ngai, Quang Tri) proposed not to reorganize 8 district-level administrative units.

In addition, 10 provinces and cities (Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc) proposed not to reorganize 258 commune-level administrative units.

According to Ms. Pham Thi Thanh Tra, after the merger, the number of redundant cadres, civil servants, public employees, and non-professional workers at the district level is 136 people, and at the commune level is 3,342 people.

The People's Committees of 12 provinces and cities have developed detailed plans to arrange, organize and resolve the surplus number of cadres, civil servants, public employees at district and commune levels and part-time workers at commune level in accordance with regulations.

Regarding headquarters, statistics show that at the district level there are 9 surplus headquarters and at the commune level there are 329. The People's Committees of 12 provinces and cities have developed detailed plans to handle the number of surplus headquarters and public assets in accordance with regulations.

Discussing at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man noted that with the five newly formed districts after the rearrangement, specialized agencies need to continue reviewing and assessing the level of meeting the criteria of a type II urban area.

" The Government must complete the assessment and recognition of this type of urban area before December 31 ," the National Assembly Chairman suggested, emphasizing that this issue is decisive in the arrangement.
