Hanoi removes obstacles with 109 public investment projects facing difficulties and delays

The plan includes two groups of tasks: Regular and focused implementation.

Regarding regular implementation tasks, the city will continue to resolutely and effectively implement Plan No. 246/KH-UBND dated August 16, 2024 of the City People's Committee on implementing Plan No. 223-KH/TU dated March 12, 2024 of the Standing Committee of the City Party Committee on implementing Directive No. 27-CT/TU dated December 25, 2023 of the Politburo on "Strengthening the Party's leadership in practicing thrift and combating waste" in the city; At the same time, focus on implementing Decision No. 1042/QD-UBND dated February 25, 2025 of the City People's Committee on promulgating the program of practicing thrift and combating waste in 2025 of Hanoi city and the program of the following years, especially strengthening propaganda, dissemination, and implementation of new directions of the Central and Government on measures to relieve difficulties, and effectively implementing the work of preventing and combating waste.

For the core tasks, there are 4 groups of tasks: Public finance, public investment; land management and projects using land; public asset management; other tasks.

In particular, regarding public finance and public investment, the Department of Finance focuses on resolving difficulties and removing obstacles for 109 public investment projects facing difficulties and delays, especially focusing on backlog projects, projects with prolonged construction suspension, and projects to be implemented in 2025; reviewing and handling the removal of obstacles to complete the BT projects that are being implemented in the middle, ensuring strict procedures, and early completion of projects to be implemented in 2025; conducting an overall assessment of public investment in the period of 2021-2025; developing a medium-term public investment plan for 2026-2030 in the spirit of focusing on completing projects facing delays, difficulties, and obstacles; shortening the implementation time for newly approved projects, avoiding dispersion; only investing in new projects that are truly urgent to prioritize key projects, creating space for development connectivity, such as: Urban railways; bridges across rivers; Ring Road 4; belt roads, radial roads, environmental treatment projects...

Along with that, balance and effectively use the state budget, thoroughly save regular expenditures, and focus resources on development investment. Review and improve policies to encourage investment through socialization, especially in areas such as education, health, culture and sports to promote investment in social resources, and reduce public investment in the first and second quarters of 2025.

Regarding land management and projects using land: The Department of Agriculture and Environment shall preside over and coordinate with relevant departments, branches and People's Committees of districts, towns to continue to synthesize and update projects using land that are slow to be implemented according to Plan No. 160/KH-UBND dated June 8, 2022 of the City People's Committee on implementing Resolution No. 04/NQHDND dated April 8, 2022 of the City People's Council, to be implemented in the first and second quarters of 2025.

The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment and the People's Committees of districts, towns and cities to classify the formation and implementation process of each project; conduct a comprehensive assessment of investment projects using land in the period from 2008 to present. On that basis, propose specific handling measures for each classified group, initially focusing on 712 projects and 117 projects with slow progress and slow implementation proposed by the People's Committees at the district level for handling and implementation in the second and third quarters of 2025.

The Department of Agriculture and Environment focuses on implementing and continuing to accelerate the progress of the project to invest in the overall construction of the city's cadastral records system and land management database, to be implemented in 2025...

The City People's Committee assigned departments, branches, affiliated units and People's Committees of districts, towns to urgently implement this plan, including regular tasks and key tasks to be implemented in 2025.

Directors, heads of departments, branches, sectors, units; Chairmen of People's Committees of districts, towns; Chairmen of People's Committees of communes, wards and towns shall do a good job of directing, regularly guiding, urging, supervising, inspecting the implementation, periodically reporting the results to the City People's Committee through the Department of Finance according to regulations.

The Department of Finance presides over and coordinates with relevant departments, branches, units and People's Committees of districts, towns and cities: Monitor, urge, inspect and evaluate the implementation of agencies and units.
