Implementing electronic medical records (EMR) at all medical facilities with beds (hospitals, medical centers, etc., including private hospitals) will contribute to optimizing the management and operation process of the healthcare system; reducing the storage of paper medical records, minimizing professional errors, shortening waiting time for patients, etc. towards the goal of building smart hospitals and building a modern digital healthcare system.

Plan No. 786 sets the target that by September 30, 2025, 100% of medical examination and treatment facilities with beds in the province (including private hospitals) will implement the announcement of BAĐT according to the criteria specified in Circular No. 54 and Circular No. 46 of the Ministry of Health .

The plan sets out 3 major tasks (with 12 specific tasks) associated with a completion roadmap. Specifically, regarding the direction, survey of the current status of infrastructure, information technology equipment, and proposal of implementation funding, to be completed before April 10, 2025.

Regarding the organization and implementation of the BAĐT, complete and deploy the software subsystems LIS, HIS, RIS/PASC..., digitize forms, build processes, and complete before July 2025. Regarding the operation of the BAĐT, evaluate and propose recognition, and complete before September 30, 2025.

Deploying BAĐT software is parallel to investing in upgrading information technology infrastructure; using software with opaque source code to design to ensure connectivity, interoperability and use modular devices for easy expansion and upgrading later when needed, while meeting management and professional requirements, ensuring information security standards as prescribed.
