Implementing the Central Government's direction and guidance on the policy of rearranging and reorganizing administrative units at all levels and building a two-level local government model, the Department of Home Affairs of Bac Ninh province has actively coordinated with functional agencies to review, advise, and develop plans to merge commune-level administrative units.

Currently, Bac Ninh province has 8 districts, towns and cities with 121 commune-level administrative units, including 66 communes, 50 wards and 5 towns. It is expected that the total number of commune-level administrative units after the rearrangement will be reduced by about 50%, ensuring a reasonable correlation, avoiding creating a large gap in natural area and population size between the new communes and wards after the rearrangement. At the same time, promoting potentials, advantages, expanding the development space of the locality, ensuring that the grassroots government is close to the people, close to the people and serves the people best.
In the coming time, the Department of Home Affairs will continue to complete the draft Project, report and ask for opinions from competent authorities; it is expected to organize public consultation from April 18-23. The Provincial People's Committee will submit to the Provincial People's Council a Resolution approving the policy of not organizing district-level administrative units and merging commune-level administrative units to submit to the Government the Project on rearranging district-level and commune-level administrative units of Bac Ninh province at the end of April.
In his concluding remarks, Comrade Vuong Quoc Tuan acknowledged and highly appreciated the proactive and responsible spirit of the Department of Home Affairs in developing plans to merge commune-level administrative units. In the spirit of the Central Government's viewpoints and orientations, the leaders of the Provincial People's Committee agreed to submit to competent authorities a plan to reduce about 50% of the number of commune-level administrative units after the merger.
Comrade Vuong Quoc Tuan assigned the Department of Home Affairs to receive comments, continue to review and complete the arrangement plan to report to competent authorities for consideration within the prescribed time. In which, the plan to name new communes and wards after the merger is added according to the current place name; when merging with other localities, the central wards and communes will take the new name of the old district, town, or city and must not be the same as the name of the province.
