Hanoi strengthens fire prevention and fighting during the dry season, Lunar New Year 2025

Kinhtedothi-Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed Official Dispatch No. 4136/UBND-NC on implementing Official Dispatch No. 123/CD-TTg dated November 29, 2024 of the Prime Minister; strengthening fire prevention and fighting (PCCC), rescue and relief (CNCH) during the dry season, on the occasion of the Lunar New Year 2025.

Accordingly, the City People's Committee requests Directors of departments, branches, sectors, Chairmen of People's Committees of districts, towns to continue to seriously and resolutely direct the implementation of the guiding viewpoints, goals, tasks, and solutions on fire prevention and fighting and search and rescue as directed by the Central Party Secretariat, the Government, the Prime Minister, the Ministry of Public Security, the City Party Committee, the People's Council, and the City People's Committee, focusing on Directive No. 01/CT-TTg dated January 3, 2023, Directive No. 19/CT-TTg dated June 24, 2024 of the Prime Minister, Directive No. 25-CT/TU dated September 20, 2023 of the City Party Committee, Resolution No. 05/2022/NQ-HDND dated July 6, 2022, Resolution No. 26/NQ-HDND dated September 22, 2023 of the City People's Council.

At the same time, prepare forces and means to promptly coordinate with the Fire Police and Rescue Force to handle fire, explosion and rescue incidents (when requested), absolutely do not be passive or surprised; ensure fire safety at headquarters, agencies and units under the management of the unit.

Propagating preventive measures, escape skills, and emergency escape

The City People's Committee assigned the City Police to strengthen the propaganda and dissemination of legal knowledge on fire prevention and fighting, preventive measures, escape skills when fire and explosion incidents occur; regularly innovate the content, form, method, and objects of propaganda and dissemination of knowledge and skills on fire prevention and fighting and search and rescue; develop simple, easy-to-understand, easy-to-remember, and easy-to-access concepts to bring fire prevention and fighting and search and rescue to every home, every facility, every residential area, every neighborhood; in which special attention is paid to propaganda and mobilization for 100% of households to equip and install early fire warning systems, fire extinguishers, open second escape routes, equip tools and means for escape (gas masks, rope ladders, etc.).

Assign Hanoi's media agencies and newspapers to increase the broadcasting time of news, articles, and reports warning about fire and explosion risks during the dry season and Lunar New Year 2025 to agencies, organizations, residential areas, and households to effectively implement the "4 on-site" motto.

People's Committees of districts, towns and cities strengthen propaganda and dissemination of knowledge, laws and skills on fire prevention and fighting and search and rescue, focusing on propaganda on the responsibilities of heads of establishments and householders in implementing fire prevention and fighting and search and rescue work, the main causes of fires, explosions, spreading fires, large fires, human losses, fire prevention measures, fire fighting methods, and search and rescue when a fire first breaks out... Promote the movement of the entire population participating in fire prevention and fighting and search and rescue to promote the role of people in protecting their own safety, participating in protecting the safety of the community, maximizing the effectiveness of local forces according to the motto "four on-site"; mobilize 100% of households to equip and install early fire warning systems, fire extinguishers, open emergency exits, second escape routes, equip tools and means for escape (gas masks, rope ladders, etc.).

Develop and implement fire prevention and fighting and search and rescue plans

The City People's Committee assigned the City Police to base on the actual situation of organizing New Year events, New Year greetings visits by Party and State leaders, festival areas, entertainment areas, and crowded areas to proactively develop and deploy plans to ensure absolute fire safety and rescue in the city during the Lunar New Year 2025.

Direct the organization of inspections of establishments with high risk of fire and explosion in the city, especially karaoke establishments, bars, dance clubs, residential areas, high-rise buildings, markets, supermarkets, shopping malls, department stores, convenience stores, production facilities, warehouses, industrial explosive material warehouses, firecracker businesses, chemical warehouses, forests, wharves, bus stations, temples and pagodas where festival activities take place.

Assign the People's Committees of districts, towns and cities to proactively issue documents directing the strengthening of fire prevention and fighting and search and rescue work during the dry season and the Lunar New Year 2025. Proactively grasp the situation, organize inspections, provide guidance and handle violations of fire prevention and fighting and search and rescue for agencies, organizations and facilities under their management. Continue to urge and guide facilities at high risk of fire and explosion according to Official Dispatch No. 04/CD UBND, Plan No. 200/KH-UBND of the City People's Committee on implementing Directive 19 of the Prime Minister and works that do not ensure fire prevention and fighting requirements put into operation before the Fire Prevention and Fighting Law No. 27 takes effect according to Resolution No. 05/2022/NQ-HDND dated July 6, 2022, works that have not been accepted into operation according to Plan No. 151/KH-UBND dated June 18, 2021 for implementation;... During the inspection process, promptly detect, guide and handle all violations of fire prevention and fighting and rescue according to regulations. At the same time, strengthen supervision of the operations of facilities that do not ensure fire prevention and fighting safety and rescue and are required to stop operations or are temporarily suspended or suspended from operations; resolutely not allow facilities to operate according to regulations.

Organize the review and approval of the list of facilities at high risk of fire and explosion causing serious human damage in the area to strengthen fire prevention and fighting and rescue measures, direct functional departments to coordinate with the police to organize inspections and thoroughly handle violations according to the functions and tasks of each level and each sector (land, planning, construction, electrical safety, business licenses...) according to Document 3559/UBND-NC dated October 28, 2024 of the City People's Committee.

Direct the completion of updating state management data for 100% of facilities under fire prevention and fighting management in the area to the software to ensure complete and accurate information according to Plan No. 122/KH-UBND dated April 22, 2024 of the City People's Committee; 100% of facilities must have their data updated to the software immediately after inspection.

Strengthen the practice of fire fighting and rescue plans at establishments with high risk of fire and explosion in the area, especially karaoke establishments, bars, dance clubs, residential areas, high-rise buildings, markets, supermarkets, shopping malls, department stores, convenience stores, production facilities, warehouses, industrial explosives warehouses, firecracker businesses, chemical warehouses, forests, wharves, bus stations, temples and pagodas where festival activities take place; guide the heads of establishments and heads of residential groups (at establishments and residential areas with high risk of fire and explosion) to develop a plan and assign duties during the Lunar New Year and send it to the local Fire Prevention and Rescue Police agency for monitoring, management and coordination when required.
