Hanoi approves planning for Soc Son urban area with 420 million USD horse racing track

(Dan Tri) - The urban planning of Soc Son area 3 (Hanoi) has a scale of about 1,424 hectares. The urban development area includes the functions of parks, schools, housing,... and a horse racing track worth 420 million USD.

The Hanoi People's Committee has just issued Decision No. 6396 approving the urban subdivision planning of Soc Son area 3, scale 1/2000 in the communes of Phu Linh, Tien Duoc, Tan Minh, Xuan Giang, Duc Hoa, Dong Xuan, Kim Lu and Soc Son town (Soc Son district).

The planning aims to concretize the approved Master Plan for the construction of Hanoi Capital, the Master Plan for the construction of Soc Son district, the Master Plan for the satellite city of Soc Son and to orient the adjustment of the Master Plan for the Capital to 2045, with a vision to 2065.

This plan serves as the legal basis for land use management, determining construction investment projects and making detailed plans, proposing a list of investment programs and strategic projects, controlling urban development and management, etc.

According to the decision, the area for the study of the urban subdivision planning of Soc Son Zone 3 is about 1,424 hectares. The expected population by 2030 is about 46,210 people.

The North borders the planned route to Soc Temple. The South borders Route 18, the new planned route. The West borders the protection corridor and the Hanoi - Thai Nguyen national railway. The East borders the 40m wide urban planning road.

In nature, this is an urban development area, including the main functions of a medical - cultural - educational complex; urban public services; city-level sports and entertainment center (horse racing track); existing village renovation area, development of ecological projects, community services, high-quality housing; technical infrastructure hub (traffic hub associated with and supporting urban functions).

Specifically, area III.1 (246.5ha) includes 2 planning blocks with symbols III.1-1 and III.1-2, which are areas for ecological urban development, increasing greenery and water surface. In which, planning block III.1-1 is identified as a regional sports, fitness and entertainment center (horse racing track), planning block III.1-2 is identified as a new housing development area, with a complete social infrastructure system, in addition, developing commercial and service functions, supporting the horse racing track area in particular and the whole area in general.

Area III.2 (1,169.85ha) includes 14 planning blocks with symbols from III.2-1, III.2-2... to III.2-13, III.2-14. This is an area focusing on developing complex functions of concentrated medical - cultural - educational, public urban services, forming a multi-modal transportation center, developing commercial service areas, offices, hotels... connecting with Da Phuc station area, developing social infrastructure system, expanding new residential land fund around existing village areas, completing independent residential groups and residential units.

The City People's Committee assigned the People's Committee of Soc Son district to preside over and coordinate with the Hanoi Institute of Construction Planning and the Hanoi Department of Planning and Architecture to organize the public announcement of the approved planning project content for relevant organizations, agencies and people to know and implement.

Earlier this year, the People's Committee of Soc Son district organized a consultation on the detailed planning project of 1/500 scale of the Multi-purpose Entertainment Complex - Soc Son horse racing track in Tan Minh, Phu Linh communes and Soc Son town. The project has an estimated investment of about 420 million USD, creating direct jobs for about 5,000 workers, attracting about 25,000 workers to work in other service business sectors.
