At the Social Criticism Conference of the Hanoi Fatherland Front Committee held yesterday (March 13), Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, presented a draft resolution of the People's Council on the list and ceiling of educational support services at public preschools and general education institutions in the city.
According to Mr. Cuong, the ceiling for boarding care services is 235,000 VND/student/month, applicable to all public schools. The current fee is 150,000 VND/student/month.
Hanoi plans to increase boarding service fees from VND150,000 to VND235,000/month.
The fee for students' meals is 35,000 VND/day for lunch, 20,000 VND/day for breakfast. The fee for boarding equipment is 200,000 VND/preschool student/year; 133,000 VND/primary and secondary school student/year (increased by 1.3 times); drinking water is 16,000 VND/student/month.

In addition, the draft also stipulates fees for after-school educational services. Of which, pre- and post-school care is 12,000 VND/student/hour; day-off care is 96,000 VND/student/day; child and student pick-up and drop-off service is 10,000 VND/student/km; accommodation for boarding students at some schools with boarding areas is 400,000 VND/month.
Based on the ceiling (highest level), schools establish specific collection levels and agree in writing with parents on a voluntary basis.
Mr. Cuong added that the revenue from services supporting educational activities in public schools has been implemented according to Decision 51/2013/QD-UBND since 2013, which has been in place for more than 10 years. Meanwhile, the State has adjusted the base salary as well as the consumer price index growth rate in 2023 compared to the base year 2013 of the city at 33.44%.
“Therefore, the fact that Hanoi’s other fees (education support services) remain unchanged makes it difficult for public preschool and general education institutions to provide education support services. The draft fees for education support services are being consulted,” said Mr. Cuong.
Participating in giving comments at the conference, delegates suggested that the drafting agency should clarify how the boarding service fee of 235,000 VND/month/student will be used appropriately for each educational institution.
It is necessary to clarify the actual needs to determine reasonable collection levels because all of these collections are placed on the shoulders of parents. For example, how many students can each person serving meals, looking after boarding students, etc. serve? From there, we will calculate whether the collection level for each educational institution is enough to cover expenses or not.
In addition, delegates also suggested that the construction of collection levels must ensure harmony in the list and be suitable to the payment ability of parents and students in the context of socio-economic conditions and difficult living conditions of the people. In particular, it is necessary to take into account the factors of different inner-city and suburban areas.
