In addition, units and localities review plans to prevent and respond to natural disasters, incidents, and search and rescue to ensure compliance with the "4 on-site" motto, ready to deploy when situations arise.

Strengthen inspection of key and vulnerable areas of dikes, dams, irrigation works, drainage works, degraded works, and works under construction in the area.

Localities are ready to drain floodwaters to protect agricultural production, urban and industrial areas; ensure the safety of works, lives and property of people and the State in areas at risk of flooding, landslides and damage, and minimize damage caused by storms and rains.

Units and localities prepare to organize forces to control, divert and guide traffic, especially through culverts, spillways, deep flooded areas, fast-flowing water, and black spots that are often flooded in residential areas.

Proactively arrange forces, materials and means to overcome incidents and ensure smooth traffic on main traffic routes when heavy rain occurs.
