General Secretary To Lam chairs Central Military Commission Conference on 'refined, compact, strong' local military organization

The Central Military Commission Standing Committee reported on the content of the Project on organizing local military forces to be "lean, compact, and strong" to meet mission requirements in the new situation.

On the morning of April 2, in Hanoi, the Central Military Commission for the 2020-2025 term held its thirteenth conference to review and comment on the Project on organizing a "lean, compact, and strong" local military to meet the requirements of tasks in the new situation. General Secretary To Lam, Secretary of the Central Military Commission, chaired the conference.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the Conference.

Attending the conference were Politburo members, members of the Central Military Commission Standing Committee: President Luong Cuong; Prime Minister Pham Minh Chinh.

Politburo members: Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission; Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Head of the Central Inspection Commission and Party Central Committee Secretaries: Tran Luu Quang, Head of the Central Policy and Strategy Commission; Le Hoai Trung, Chief of the Party Central Committee Office; leaders of a number of central departments and branches; members of the Central Military Commission, leaders of the Ministry of National Defense, heads of functional agencies and units under the Ministry of National Defense attended the Conference.

At the Conference, the Standing Committee of the Central Military Commission reported on the content of the Project on organizing local military forces "refined, compact, strong" to meet the requirements of tasks in the new situation in order to implement the Resolutions and Conclusions of the Central Committee and the Politburo on continuing to arrange and streamline the apparatus of the political system, reorganize administrative units at all levels and build two-level local governments.

The Central Military Commission Standing Committee and the Ministry of National Defense have directed the development of a Project on organizing local military forces to be "lean, compact, and strong" to meet the requirements of tasks in the new situation; held many meetings to give opinions, completed the Project and reported to the Central Military Commission.

With a spirit of urgency, seriousness, science, caution, and certainty, the Central Military Commission Standing Committee and the Ministry of National Defense have proactively oriented and assigned tasks to agencies and units to research and propose plans for local military organization when reducing provincial and commune-level administrative units and abolishing the district level.

The Central Military Commission and the Ministry of National Defense require that the research and proposal of local military organization plans must be based on the practical tasks of protecting the Fatherland in the current situation; the strategic guidelines of the Party and State on military and national defense; inheriting the quintessence of military art, historical traditions of building military forces, fighting enemies to defend the country; the practical experiences of wars and conflicts in the world and in the region, especially new developments in forms and methods of warfare in recent times.

At the Conference, the discussion and comments on the Project on organizing a "lean, compact, strong" local military to meet the requirements of tasks in the new situation focused on in-depth analysis, clarifying the scope, viewpoints, principles, and objectives of the Project; difficulties and obstacles in implementation and proposing solutions.

In his concluding remarks at the Conference, General Secretary To Lam, Secretary of the Central Military Commission, emphasized that the Project on organizing a "refined, compact, and strong" local military to meet the requirements of tasks in the new situation must be consistent with the Military and Defense Strategies and military and defense policies.

The General Secretary affirmed that it is necessary to maintain the principle of the Party's absolute and direct leadership of the Vietnam People's Army in all aspects, with the Politburo and the Secretariat regularly and directly leading the Vietnam People's Army; inherit the viewpoints and organization of the Vietnam People's Army as determined in the Party's resolutions and conclusions; and ensure that the Army is truly the core force to firmly protect the socialist Vietnamese Fatherland.

Based on the results of implementing the Resolutions and Conclusions of the Politburo, continue to reorganize local military organizations and Border Guards according to the Party and State's policies; ensure "streamlining-strengthening-effectiveness", reduce intermediary units, and truly be the core in building and implementing the national defense policy, people's war and firmly protecting national sovereignty and border security.

The General Secretary requested that we selectively inherit the experience of organizing local military agencies and the Provincial Border Guard through different periods and historical traditions, in accordance with functions and tasks, successfully complete tasks in peacetime, be ready to expand forces and successfully complete all tasks, and make adjustments carefully, thoroughly, scientifically, in accordance with the characteristics, functions, tasks, and organizational structure of the army.

In principle, the General Secretary pointed out, the arrangement follows the general policy of the Party and State; the arrangement of provincial military commands and provincial border guards according to the merged provinces.

The adjustment process is comprehensive, synchronous, and consistent with the national defense policy, people's war, national defense strategy, and national border protection strategy. It ensures command and unity in building a solid, interconnected defense zone, maintaining stability; after adjustment, it ensures better completion of assigned functions and tasks.

The General Secretary proposed the goal of continuing to organize local military and Border Guard forces in accordance with the system; with the viewpoint of the national defense policy and people's war.

Building a truly revolutionary, disciplined, elite, modern local military organization and Provincial Border Guard with a reasonable organizational structure, suitable to the requirements of the task of protecting the Fatherland in the new situation; being the core force in building the all-people national defense posture associated with the people's security posture, building the potential of the inter-connected defense area, firmly protecting the socialist Fatherland of Vietnam.

On behalf of the Central Military Commission, General Secretary To Lam, Secretary of the Central Military Commission assigned the Standing Committee of the Central Military Commission to absorb the content of the conclusion of the Central Military Commission, direct the completion of the Project to submit to the Politburo for consideration and decision; after the Politburo approves the Project, direct the development of a Resolution of the Central Military Commission to lead the implementation of the Project; direct research agencies to adjust and supplement the art of people's war, defense zone operations, and the system of training documents in accordance with the new organization and staffing; direct research agencies to propose, amend, and supplement the system of legal documents related to the military and defense fields; direct agencies to continue researching the organization of the Military Command of communes and wards in accordance with the scale of commune-level administrative units, local defense and military tasks, and current socio-economic development conditions.
