Storm No. 3 has passed, but Ha Hoa district is the locality in the province most severely affected by the unprecedented flood in history. At this time, the water on Thao River is gradually receding, with the spirit of "where the water recedes, there is a solution", the district is trying its best to overcome the consequences, in order to quickly stabilize the lives and production of the people.

Due to the impact of storm No. 3, from September 7 to September 11, there was very heavy rain in Ha Hoa district; the water level on Thao river rose very quickly, at times above alert level III, affecting people's lives and property. According to preliminary statistics from the Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) of Ha Hoa district, by September 12, floods had killed 1 person, 1 person was missing and 1 person was injured while on duty; over 3,000 households had to be evacuated; over 1,700 hectares of rice and crops were damaged. Many roads were flooded, landslides damaged the traffic system, irrigation canals, mud covered everywhere... The total damage was estimated at over 100 billion VND.
Being present in Ha Hoa during the flood days, we witnessed the river water rising to the third alert level, thousands of houses and thousands of hectares of rice and crops were deeply submerged in water. The whole district had 28 areas with nearly 1,000 isolated households.
Officers and soldiers support the movement of soil on traffic routes in the district, ensuring travel for people.
Immediately after the flood occurred in the area, provincial leaders were present to promptly inspect, direct and encourage the locality to actively and urgently deploy timely response to the flood. Ha Hoa district mobilized the entire political system to join hands with the people to fight the flood. The district's Steering Committee for Disaster Prevention and Search and Rescue regularly inspected and directed the implementation of handling incidents and situations that occurred, contributing actively to minimizing damage caused by heavy rain and flooding.
Communes and towns have mobilized forces to urgently guide and evacuate households from areas at risk of landslides and flooding. More than 3,000 households have been evacuated to safe places. Coordination between the district and sectors and levels in handling incidents is ensured to be tight and timely.
During the flood days, we saw that the outstanding work in supporting the people to evacuate was the green uniforms of Uncle Ho's soldiers, police, green uniforms of volunteer youth and other forces working together to transport people and property out of the flood area. Families in dangerous areas were all moved to safety. Many police officers, soldiers, militiamen... had red, sore hands from skillfully moving property to help people, some were slightly injured. Many meals and gifts from volunteer forces were sent to the people who were evacuated, to the forces on duty at checkpoints.
Dan Thuong is a locality deeply submerged in this historic flood. Within just 2 days from September 8-9, all 13 residential areas of the commune were submerged in water. The residential areas were completely isolated. Of which, 719 households with over 2,500 people had to be evacuated.
Comrade Vu Xuan Huong - Chairman of Dan Thuong Commune People's Committee said: "With the characteristics of a large area, residential areas located within the Thao River dike, many large fields, the amount of water draining through the drainage culverts is quite slow. By the morning of September 12, the water level had decreased compared to yesterday, but residential areas were still basically isolated.

We were even more moved when we witnessed the images and spirit of mutual love of our compatriots everywhere turning towards our Fatherland. By September 12, the district Fatherland Front had received support from organizations and individuals and promptly provided food, drinks, etc. to the communes affected by the natural disaster.
Communes in the disaster-affected areas have directly received food, provisions and essential relief supplies from organizations and individuals with over 80 relief trucks from districts, cities and towns in the province and provinces and cities across the country: Hue, Hai Phong, Quang Binh, Hanoi, Vinh Phuc...
Mr. Dang Thanh Tuan in the Support Group of Thanh Son - Tan Son districts shared: "Receiving information that Ha Hoa district was severely flooded, promoting the spirit of solidarity, "the rich help the poor" of the children far from home and the philanthropists in Thanh Son - Tan Son area, the members of the group received over 300 million VND in support within just one day to buy food and necessities to support the people of Ha Hoa. Currently, the Group has organized 6 trips to transport goods to Tu Hiep, Hien Luong, and Dan Thuong communes".

More than ever, the cooperation and contribution of functional forces, philanthropists and local people will be the driving force to help people in flooded areas in the district soon overcome natural disasters and stabilize their lives.
On the morning of September 12, in Minh Hac, Bang Gia, and Ha Hoa Town communes, the Thao River water began to recede. Route 32C through the district's communes and provincial road 2D has resumed traffic. Military, police, militia, and local forces have removed prohibition signs and moved the canals in sacks to ensure traffic safety on the roads; at the same time, they have supported people in moving their belongings and cleaning their houses and roads. However, in some deeply flooded communes such as Hien Luong, Dan Thuong, and Tu Hiep, the water is still receding slowly.
Comrade Nguyen Ngoc Anh - Chairman of the District People's Committee, Head of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Ha Hoa district said: Immediately after the water receded, the Steering Committee for Disaster Prevention and Control and Search and Rescue of the district directed communes and towns to mobilize forces to participate in cleaning up and overcoming the consequences, cleaning the environment, stabilizing people's lives and production. For households in deeply flooded areas that are isolated and evacuated on the spot, continue to mobilize motorboats and boats to ensure safety to bring essential necessities to people in a timely manner with the motto "ensuring people's safety is paramount". Localities and specialized agencies of the district conduct inspections and reviews of affected works and locations; evaluate the implementation of plans to prevent situations and incidents at locations and areas with key and vulnerable works (especially paying attention to dykes with eroded river banks, dams, and locations at risk of landslides).
Continue to monitor the weather situation to promptly provide information, request households with houses near the slope to proactively prepare evacuation plans, move people and property to a safe place due to many days of rain, the ground is saturated with water and the possibility of landslides is very high to minimize possible human damage. Prepare plans to mobilize forces, vehicles, and logistics to be ready to participate when there is a mobilization order to promptly respond to situations to minimize damage caused by natural disasters.
