Up to now, the first week of July 2024, teachers are eagerly waiting to see how much their new salary will be.

WAGES HAVE NOT INCREASED BUT PRICES HAVE INCREASED

Mr. NL, a teacher at a high school in Binh Thanh District (HCMC), said that he has been following information channels about salary increases for civil servants and public employees, including teachers. "We calculate how much money we will receive from July if we get a base salary increase and keep the current allowances. However, we have not received it yet."

A manager at a high school in Tan Phu District (HCMC) said he received his July salary and found it similar to June. He said: "Maybe later when calculating the new salary, teachers will be able to receive the additional amount." He also said he had information about the decision to apply salary from July 1, 2024, increasing the basic salary from 1.8 million to 2.34 million VND per month, which is an increase of 30%, temporarily keeping the current allowances.

"That means teachers still have allowances. Increased salaries and allowances will help teachers feel excited and secure in their work. We really hope that in the coming time, along with the salary increase, teachers will still be able to keep their allowances, such as professional allowances and seniority allowances, because in addition to the basic salary, allowances also partly support teachers to be motivated in their work. Especially for education, we think we should also consider having a special salary and allowance regime. Teachers all really hope that when implementing Resolution 27 (resolution on reforming salary policy), the special salary and income policy will motivate teachers to stick with the profession," this official emphasized.

An elementary school teacher with 11 years of experience, working in Go Vap District (HCMC), also said that on the morning of July 3, he just received his July salary and has not seen any increase (compared to June salary and previous months). "I am also looking forward to the new salary, which is recalculated when increasing the basic salary and keeping the teacher's allowances the same. Now the salary has not increased but the price of everything has increased a lot, going to the market, I see the price of vegetables, meat, fish, and other foods increasing "dizzily", this teacher said.

Teacher Le Tan Thoi, a teacher at Nguyen Dang Son Secondary School in Cho Moi District (An Giang), said that all workers are happy to receive a salary increase. He shared: "Although there is still a gap between the income from salaries and other allowances compared to the outside price conditions, teachers still have something to manage. In rural areas, after class, teachers have to do extra work to earn extra income for their families and keep the passion for their profession alive...".

Schools await guidance on new salary calculations

A manager at a secondary school in District 5 (HCMC) said that he had just heard information about increasing the basic salary for officials, civil servants, and public employees from July 1, 2024. However, to apply the salary calculation for teachers, the school is waiting for specific instructions from the Department of Education and Training, from the district's financial planning department...

Will the teacher pay gap get wider?

A literature teacher (grade II, level 1) at a secondary school in An Giang province said that from July 1, 2024, increasing the basic salary and keeping the allowance unchanged, although making teachers happy, will also make the salary gap between teachers in each school very large.

This teacher gave an example: in the past few months (when the basic salary was 1.8 million VND), a teacher at a secondary school with a grade II salary, level 6 salary, 33 years of working experience, and no concurrent positions had a total monthly income of 16.8 million VND. A teacher with a grade 1 salary, level III salary, 4 years of working experience had a total monthly income of 5.2 million VND. Thus, the salary difference between the two teachers is 11.6 million VND/month.

From July 1, 2024, when the basic salary increases to 2.34 million VND, the gap will widen, the income difference between 2 teachers at the same school, same job, same professional group will be greater. The above teacher did the following calculation: A teacher with 33 years of work, the salary of level 6, grade II will have a coefficient of 5.70 + 30% preferential allowance (coefficient 1.71) + 32% seniority allowance (coefficient 1.82) = 9.23 (total salary coefficient). Coefficient 9.23 x basic salary 2,340,000 = 21,598,200 VND salary.

Meanwhile, teachers with salary level 1, grade III without seniority allowance, total salary coefficient = 2.34 + 30% preferential allowance (coefficient 0.70) = 3.04. Salary will be 3.04 x base salary 2,340,000 = 7,113,600 VND. The salary difference of the 2 teachers mentioned above is more than 14.4 million VND.

According to this teacher, there is also a paradox in that many heads of professional groups, even vice principals of schools, earn only half or two-thirds of the monthly income of some teachers in the same group and school (because they have fewer years of seniority). Meanwhile, since the implementation of the 2018 General Education Program, the roles and responsibilities of heads of professional groups and vice principals of professional groups are much heavier than those of subject teachers who do not hold concurrent positions.

A literature teacher, who is the head of a professional group at a secondary school in Ho Chi Minh City, also sighed: "Like me, although I have more responsibilities and have to do more work, my salary is much lower than that of teachers with more than 20 years of experience. I feel like the salary is still applying the motto "living long to become a veteran". The promotion of teachers seems simple, but not everyone can be promoted, with all the regulations and paperwork."

K CANNOT DENY THE CONTRIBUTIONS OF LONG-TERM TEACHERS

Looking at it from another perspective, a math teacher at a secondary school who has been teaching for more than 10 years in Tan Phu District said that teachers are all looking forward to the new salary, when the basic salary is increased, the allowances are kept the same. This teacher said that having a seniority allowance for teachers is very humane, accurate and necessary. And the salaries of teachers with different ranks, such as III, II, I, will also be different.

"We cannot deny the veteran teachers. The old teachers in the past were very disadvantaged, teaching in very poor facilities, teaching in the first month's salary, then spending the whole month's salary to buy a raincoat. Or I just need to give an example, veteran teachers give students questions with few mistakes, but many new teachers give questions with continuous mistakes. They review the questions many times but still cannot detect the mistakes, while experienced people can see the mistakes after 15 seconds. I also ask, why don't grade III teachers with university degrees try to upgrade to grade II, grade I but still stay at grade III?", this teacher argued.

"Salary should gradually change according to job position"

Mr. TTL, an English teacher at a secondary school in An Giang, told Thanh Nien Newspaper: "Salary increase is a good policy in social security, but there are many civil servants and public employees who rely on seniority and high salaries without paying attention to work efficiency."

Mr. TTL said that there are older teachers who are about to retire but still perform their duties and responsibilities and have made many contributions to the unit, but on the contrary, there are those who have not reached retirement age and do not have a sense of responsibility in their work. Some people only teach the required number of periods without participating in any other school activities and still receive monthly salaries like teachers who participate in other school activities besides teaching. "Many people come later than their colleagues every day and try to leave early before the end of the day with various reasons such as taking care of young children, elderly parents, preparing meals for the family... Hopefully, in the near future, the salary system should gradually change according to job position and labor productivity to create more motivation for those who can do the job," Mr. TTL shared.
