Recently, a series of issues related to education have been brought up for discussion on forums and attracted a large number of interested people.


In a survey by Ho Chi Minh City National University, up to 63.57% of teachers expressed their desire to legalize extra teaching activities, including tutoring at home and online teaching to increase income. So are primary school teachers allowed to tutor like other levels?

Circular No. 29/2024 recently issued by the Ministry of Education and Training stipulates that extra teaching and learning are additional teaching and learning activities in addition to the prescribed time in the education plan for subjects and educational activities in the general education program at junior high school and high school levels.

Article 4 of Circular 29 stipulates that teachers are not allowed to teach additional classes for primary school students, except in cases of training in arts, sports, and life skills.

At the same time, teachers are not allowed to teach extra classes outside of school for students that they are assigned by the school to teach according to the school's educational plan, and teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school, but can participate in extra classes outside of school.

Thus, primary school teachers are still allowed to teach extra classes, but are only allowed to teach extra classes in arts, sports, and life skills. In the case of primary school teachers teaching extra cultural subjects to students, it is considered a violation of regulations.

Principles of extra teaching and learning

Article 3 of Circular 29 stipulates that extra teaching and learning can only be organized when students have the need to learn extra and have the consent of their parents or guardians. Schools, organizations and individuals organizing extra teaching and learning must not use any form to force students to learn extra.

The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law and must not contain prejudices about ethnicity, religion, occupation, gender, or social status. The content of teaching according to the school's educational plan must not be reduced to include extra teaching.

Extra teaching and learning must contribute to developing students' qualities and abilities; must not affect the organization and implementation of the school's educational program and the implementation of teachers' subject programs.

The duration, time, location and form of organization of extra teaching and learning must be suitable for the psychology and age of the students, ensuring the health of the students; comply with the provisions of law on working hours, overtime hours and the provisions of law on security, order, safety, environmental sanitation, fire prevention and fighting in the area where extra teaching and learning classes are held.
