In 1945, he participated in the General Uprising and was appointed to the Provisional People's Revolutionary Committee of the North, then became Head of the Propaganda Department of the Viet Minh General Department, and Editor-in-Chief of the Cuu Quoc newspaper. At the end of 1945, he was appointed to the Bac Ky Regional Party Committee, in charge of the first National Assembly General Election, and was assigned as Head of the Viet Minh Delegation and Member of the Standing Committee of the first National Assembly.
Starting his diplomatic career right from the early days of the founding of the Democratic Republic of Vietnam, Xuan Thuy accompanied President Ho Chi Minh many times, or together with comrades Nguyen Luong Bang and Tran Huy Lieu, directly negotiated with the generals of Chiang Kai-shek and Viet Quoc and Viet Cach; resolved the establishment of a coalition government, consolidated the great national unity bloc, and protected the achievements of the August Revolution.
He is considered an outstanding activist in all three foreign affairs branches: Party diplomacy, State diplomacy and people's diplomacy.
He was also the Head of the Central Foreign Affairs Committee from 1961 to 1979. This was a difficult period when the international communist and workers' movements were in crisis over their policies, with deep disagreements and divisions. It was also the time when Vietnam's resistance war against the US to save the country was developing strongly and needed international support.
During this period, Xuan Thuy was assigned the additional task of Minister of Foreign Affairs (April 1963 - April 1965). Difficult circumstances further highlighted the courage and intelligence of diplomat Xuan Thuy.
The most prominent mark in Xuan Thuy's diplomatic career was the period from 1968 to 1973, as Minister, Head of the Government Delegation of the Democratic Republic of Vietnam at the Paris Conference on Vietnam. This is one of the brilliant pages in the history of Vietnamese diplomacy. During nearly 5 years of negotiations, while the US side changed the Head of Delegation four times, Xuan Thuy was still the Head of the Negotiation Delegation of the Democratic Republic of Vietnam.
Xuan Thuy's journalism career was very glorious. He was an important contributor in directing and directly preparing for the birth of a number of major press agencies of the country such as Voice of Vietnam and Vietnam News Agency.
Throughout his life, he did not covet money or position, donated his house many times, refused to be promoted, and gave way to younger generations. Xuan Thuy was a true student of Uncle Ho. General Secretary Truong Chinh once commented about him: "His style is very Uncle Ho's. In Xuan Thuy, people see a harmonious combination of talent and virtue, between traditional national character and modern civilization."
