Mr. Ha Xuan Nham, Head of the Secondary Education Department (Hanoi Department of Education and Training) said that the recent survey on the quality of 12th grade students had more than 118,000 students participating. The results showed that the number of papers with a perfect score of 10 was very small, only 0.08%; the number of scores above 8 was 7.7%; the highest average score was between 6-7 points (accounting for nearly 23%).
It is worth mentioning that the number of students scoring below average (below 5) was up to more than 148,000 exams, accounting for nearly 32%.
Hanoi has warned students who are at risk of failing their graduation exams if they score below 3 points. Specifically, nearly 8% of the tests scored at the warning level, including thousands of tests with scores below 1 point and 640 tests with scores of 0.

In the 2023-2024 school year, Hanoi has more than 100 students failing to graduate, mainly from Continuing Education Centers. Of which, 4 educational institutions have more than 10 students failing to graduate.
Mr. Tran Van Tuan, Deputy Director of the Vietnam Dance Academy, said that the students' test results were not as high as expected, but the school has a special feature of students majoring in dance, so it only sets the goal of passing the graduation exam, not needing high scores to be considered for admission to other universities.
A representative of FPT High School shared that the school is implementing a teaching plan according to the program, while providing the best review for students to ensure the goal of 100% of students passing the graduation exam.
According to this school, this year the unit must strictly follow Circular 29 of the Ministry of Education and Training, which stipulates that each subject must not exceed 2 periods per week and must not be charged a fee. The school must thoroughly educate teachers to improve the quality of regular teaching and review to help students grasp basic knowledge to prepare for the exam.
Immediately after the survey results were available, students with scores below 4 schools invited their parents to meet and discuss tutoring plans to increase their scores; 30-40% of students were required to review at school, the rest registered for review if needed. In addition, teachers still assigned questions, corrected papers, and reviewed according to the outline with the motto of striving for students to achieve the best results, achieving the goal of 100% of students passing the graduation exam, many of whom achieved high scores.
Efforts to "speed up" review
Mr. Phan Thanh Dung, Director of Dong Anh District Vocational Education and Continuing Education Center, said that this year the unit has nearly 300 12th grade students. Teachers and students are in the acceleration phase, focusing on reviewing and preparing for the graduation exam. Since applying the new regulations on extra teaching and learning, the unit has instructed teachers to focus on improving the quality of regular teaching hours and paying attention to each student. In addition, each week, the center also organizes 2 review periods/week for exam subjects so that students can grasp the knowledge firmly.
After the survey results are available, the center will also pay attention to the group of students with low scores to coordinate with their families to promote support solutions to help them pass the graduation exam.
Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the survey results aim to assess the capacity of 11th and 12th grade students, thereby providing solutions for teaching and supporting them.
With the fact that the exam closely follows the exam structure of the Ministry of Education and Training, the results have objectively reflected the quality of education. In which, there are thousands of exams below 1, which is a red alert, requiring all schools to have a plan for teaching, reviewing, and supporting students to review seriously.
Schools also focus on reviewing and classifying students' levels to have effective training plans for students to review for graduation exams according to the educational plans of educational institutions, paying attention to the "coverage" of the proportion of knowledge topics reviewed in subjects according to the topics that have been professionally trained by the department.
"The Hanoi Department of Education and Training will organize a "red conference" gathering principals of schools and directors of Continuing Education and Vocational Training Centers to discuss ways to prevent students from failing to graduate," said the Director of the Hanoi Department of Education and Training.
The 2025 High School Graduation Exam will take place on June 26-27. This year, Hanoi continues to be the locality with the largest number of candidates taking the exam in the country, with an estimated 126,000 candidates, an increase of about 15,000 candidates compared to last year.
In the 2024 High School Graduation Exam, Hanoi ranked 12th nationwide, up 4 places compared to 2023.
