Regarding the case of Mr. Le Minh Hoang claiming that he can "pray for rain" to relieve the drought in Ho Chi Minh City and the southern provinces, the People's Committee of My Duc district (Hanoi) has assigned the police to verify.

Speaking to Dan Tri reporters on the morning of April 16, the leader of the People's Committee of My Duc district (Hanoi) said that he had received information about a local resident named Le Minh Hoang who had just been introduced to go to Ho Chi Minh City to "pray for rain" to help people in the South escape the drought.

The district leader said the incident stemmed from Mr. Hoang's own awareness. Up until now, the locality had never recognized his "ability".

After learning about the incident, the district directed My Thanh commune (Mr. Hoang's permanent residence) and the police to verify. After receiving the direction, the People's Committee of My Thanh commune and the police had a meeting with Mr. Hoang, but there is currently no result of the handling.

On the afternoon of April 15, Mr. Le Minh Hoang also said that his plan to go to Ho Chi Minh City did not work out. He said he really wanted to go to Ho Chi Minh City to pray for rain to help people cool down; however, due to an unavoidable reason in the locality, his trip had to be postponed.

Meanwhile, information from My Duc district said that at the working session with the People's Committee of My Thanh commune and the People's Committee of Bot Xuyen commune, Mr. Hoang admitted that the information given about the possibility of "praying for rain" was not accurate.

The district said it will wait for a specific report from the commune to take the next steps and consider how to handle this individual, as this is a case stemming from perception.

At the same time, the locality requested the Director of My Thanh Cooperative to review his signing of confirmation for Mr. Hoang's ability to "pray for the rice plants to stop falling" in 2023. The district's view is that this incident is superstitious in nature, so it is unacceptable for the commune official to sign the confirmation for this incident.

Previously, the Ho Chi Minh City Irrigation Department received a request from Dr. Nguyen Hoang Diep, Director of the Center for Translation, Cultural Services and Science and Technology (CTCS), about having a person who can pray for rain to help the South escape drought.

The person with "supernatural" abilities introduced by Mr. Diep is named Le Minh Hoang (born in 1967, residing in My Duc district, Hanoi).

In a document sent to the Ho Chi Minh City Irrigation Department, Dr. Diep said he had met Mr. Hoang twice. The man with the ability to "call the wind and summon the rain" asked CTCS to introduce him to leaders of the southern provinces to create conditions for him to show off his talent.

Mr. Diep introduced Mr. Hoang to the Ho Chi Minh City Irrigation Department, hoping that this person had miraculous abilities. However, up to now, the functional unit has not responded to this proposal.

Over the past two months, due to the influence of El Nino, many provinces in the Central Highlands and the South have suffered from prolonged heat and intense heat, causing drought and water shortages in some places.

Although it is the end of the dry season, the area still regularly records the highest temperature above 37 degrees Celsius, seriously affecting people's lives and production.

The National Center for Hydro-Meteorological Forecasting said that this year's rainy season in the South will come one month later than the average of many years, and will not begin until late May or early June.

As of April 15, three provinces, Tien Giang, Kien Giang and Ca Mau, have declared a natural disaster emergency due to saltwater intrusion, drought and lack of domestic water.
