Reality in recent times shows that political training and fostering at the Political Centers of districts and cities still face many difficulties in terms of facilities, teaching staff and research materials. This has partly affected the effectiveness of training. Based on that reality, a group of lecturers from the Ha Giang Provincial Political School has conducted a scientific research project, proposing solutions to improve the quality of teaching and learning at district-level political centers by 2025.

The province has 11 district-level Political Centers with a total of 45 lecturers, including 8 master's degree holders, 32 bachelor's degree holders, and 5 other qualifications. On average, each year, district-level Political Centers open 400 training classes for over 30,000 students. Although receiving attention and direction from Party committees and authorities, the current practice of political training and fostering in districts and cities still reveals many limitations such as: The quality of a number of reporters and lecturers does not meet the standards; the trainees have differences in professional qualifications. In addition, some Party committees have not attached importance to theoretical training and fostering at the grassroots level. Infrastructure and equipment for teaching and learning at some centers have seriously degraded, failing to meet practical needs.

Faced with this situation, a group of lecturers from the Provincial Political School has implemented a scientific project to propose solutions to improve the quality of teaching and learning at district-level political centers by 2025. After 2 years of implementation, the research team has conducted a survey and assessed the current situation of all district-level political centers. At the same time, they have developed a set of documents and models to improve the quality of teaching and learning at district-level political centers.

Within the framework of the Scientific Project, the research team has developed a set of criteria for assessing the quality of teaching and learning activities for training and fostering programs at district-level political centers. Developed a set of documents on active teaching methods for training and fostering programs at political centers. Also within the framework of the Project, the research team has conducted experiments on 3 sets of documents that have been developed. The evaluation shows that the documents are of good quality, effectively serving teaching and learning activities, aiming to improve the quality of activities at district-level political centers.
The results of the Project are not only arguments for the Party Committee, the government and the sectors to have a comprehensive view of the teaching and learning work at the district-level political center today. At the same time, through this, solutions have been proposed and a set of documents have been developed to continue improving the quality of political teaching and learning, thereby meeting the requirements of training and fostering a team of cadres with solid qualities, solid skills and deep expertise and profession./.
