This morning, September 26, the delegation of the Standing Committee of the People's Council of Quang Tri province, led by the Standing Vice Chairman of the People's Council of the province Nguyen Chien Thang, worked with the Department of Agriculture and Rural Development to supervise the implementation of policies and laws on management, use, and rearrangement of public assets such as houses and land in the period of 2018 - 2024 and the results of the implementation of the national target program on new rural construction in the period of 2021 - 2025 according to the resolutions of the Provincial People's Council.

58 houses and land facilities have had their arrangement and handling plans approved.
The Department of Agriculture and Rural Development currently has 20 affiliated units; of which 6 affiliated units work at the headquarters of the Department of Agriculture and Rural Development, the remaining 14 units are assigned separate houses and land for management and use. The total number of offices, public facilities, official residences and other assets attached to land at the offices, public facilities and official residences assigned for management is 154 houses.
Implementing the plan and policy of the superiors, the Department of Agriculture and Rural Development has coordinated with relevant departments and branches to inspect, review and agree on a proposal for rearrangement and handling of houses and land under its management to submit to the Provincial People's Committee for approval. Specifically, 66 houses and land are included in the review and rearrangement plan.
Of these, 56 facilities are proposed to be retained for continued use; 2 facilities are proposed to be revoked; 2 facilities are proposed to be transferred; 6 facilities are proposed to sell assets on land with land use rights transferred. Currently, the Provincial People's Committee has approved the plan for rearrangement and handling of the first phase of 58 houses and land facilities in the form of retention for continued use and transfer.
The leaders of the Department of Agriculture and Rural Development proposed that the Provincial People's Council pay attention to allocating funds to invest in building new, repairing and upgrading offices for units based on the current status and plans for handling houses and land.

In the period of 2021-2025, the Provincial People's Council has many resolutions related to the construction of new rural areas, such as: Resolution No. 21/2022/NQ-HDND dated May 31, 2022 stipulating principles, criteria, and norms for allocating central budget capital, local budget counterpart capital, and support mechanisms for implementing the national target program on new rural area construction in the period of 2021-2025 in the province; Resolution No. 30/NQ-HDND dated June 29, 2022 allocating the 5-year central budget development investment capital plan for the period of 2021-2025 and implementing national target programs in 2022... In addition, the Department of Agriculture and Rural Development has coordinated with relevant departments and branches to advise on the resolutions of the Provincial People's Council on the implementation of national target programs.
To date, the province has 75/101 communes recognized as meeting NTM standards; 16 communes meeting advanced NTM standards. In 2024, the province is focusing on directing to have 6 more communes meeting advanced NTM standards and 5 communes meeting model NTM standards.
It is expected that by 2025, there will be 4 more communes meeting the NTM standards; at least 25 communes meeting the advanced and model NTM standards. At the district level, the province currently has Trieu Phong and Vinh Linh districts that have been recognized by the Prime Minister as meeting the NTM standards, while Hai Lang district has been reviewed by the province and is qualified to be submitted to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister for recognition. In addition, the province has also directed Gio Linh district to strive to meet the NTM standards by 2025.

At the meeting, the leaders of the Department of Agriculture and Rural Development proposed that the Standing Committee of the Provincial People's Council increase resources to support extremely disadvantaged communes in ethnic minority and mountainous areas; consider issuing specific policies for building new rural areas in extremely disadvantaged communes in the 2026-2030 period; and allocate sufficient capital to support communes meeting new rural standards in 2025.
Propose that the People's Council recommend the Provincial Vietnam Fatherland Front Committee to pay attention to and prioritize housing support for communes striving to meet NTM standards; direct relevant levels and sectors to remove difficulties in housing policies, residential land, and production land for localities...
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Council Nguyen Chien Thang requested the Department of Agriculture and Rural Development to promptly arrange and handle the houses and land facilities whose plans have been approved by the Provincial People's Committee; study and strictly implement legal regulations on business, leasing, joint ventures, and associations of public assets such as houses and land facilities at public service units; and strengthen state management of public assets such as houses and land facilities.
