Hanoi People's Council's supervision has spread innovation

On March 25, speaking at the national conference summarizing the work of the People's Councils of provinces and centrally run cities in 2023 and deploying the work plan for 2024, Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Dinh Tien Dung said that Hanoi always closely follows and strictly implements the leadership and direction of the Party Central Committee, the National Assembly, the Government, the entire term work program of the City Party Committee, mobilizes the participation of the entire political system, continues to focus on implementing specific strategic tasks in the spirit of Resolution No. 15-NQ/TW, dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045, promoting the spirit of solidarity, responsibility, proactiveness, determination, organizing and implementing well the work theme for 2023: "Discipline, responsibility, action". dynamic, creative, developing".

According to Mr. Dung, by the end of 2023, Hanoi has achieved comprehensive results in all fields. Specifically, the work of party building and building a clean, strong and effective political system continues to be promoted. Personnel work is always identified as the key of the key. Social security continues to be ensured; the city always pays attention to implementing well policies to ensure social security, especially for people with revolutionary contributions; poverty reduction and social protection work are paid attention to; The new rural construction program is actively implemented, the city completed the goal of building new rural districts 1 year ahead of schedule. To date, the city has had 18/18 districts and towns meeting new rural standards, 382/382 communes meeting new rural criteria; 183 communes meeting advanced new rural standards and 68 communes meeting model new rural standards.

The Secretary of the Hanoi Party Committee also said that the city is implementing many important strategic tasks related to the development of the capital. Accordingly, in coordination with the Ministry of Justice, ministries, branches and central agencies, it is urgent to develop and complete the draft Law on the Capital (amended) to accelerate the progress of the Capital Planning for the period 2021-2030, with a vision to 2050; and adjust the overall Master Plan for the construction of the capital to 2045, with a vision to 2065 (expected to be submitted to the National Assembly for approval at the 7th session in June 2024).

In addition, resolutely direct the implementation of closed belt roads, large bridges across the Red River, radial axes, urban railway lines; speed up the progress of projects to renovate, upgrade, and expand national highways, regional connectivity projects, and key projects of the city. In particular, on June 25, 2023, after 1 year since the National Assembly approved the policy, the groundbreaking ceremony of the investment project to build Ring Road 4 - Capital Region was held, creating a new development space for the Capital.

In particular, according to Mr. Dung, the City Party Committee's Resolution on developing cultural industry will continue to be implemented; Resolution on digital transformation and building a smart city by 2025, with a vision to 2030; investment plan for 3 goals - renovating and upgrading schools, healthcare and restoring cultural and historical relics in the area in the period of 2022-2025 and the following years; implementing the project on effective management, use and exploitation of public assets; project on renovating old apartment buildings; project on decentralization and authorization (708/1,895 administrative procedures have been decentralized/authorized, reaching 37.3%); implementing measures to handle slow-to-implement non-budget projects using land.

At the same time, direct to speed up the progress of solving urgent social issues such as wastewater and waste treatment projects, environmental treatment, clean water projects, flood prevention, urban railways, and measures to strengthen fire prevention and fighting, rescue work in the area.

Summarizing from the above results, Mr. Dung affirmed that in the comprehensive development of the Capital, the City People's Council has affirmed its worthy position as a local state power agency; affirmed its role in the political system with important decisions for the cause of socio-economic development, representing the will and aspirations of voters and people, and supervising state power in the locality.

The City People's Council has been proactive, active, and responsible in concretizing the policies, goals, and targets of the resolutions of the Party Congresses at all levels, Resolution No. 15 of the Politburo on the direction and tasks of the development of the Capital; 10 full-term work programs of the City Party Committee; and the common tasks of the city. The Party Delegation of the City People's Council has proactively advised the Standing Committee of the City Party Committee to issue Project No. 15 dated May 12, 2022 on "Improving the capacity, effectiveness, and efficiency of the operations of the People's Councils at all levels of Hanoi City in the period of 2021-2026 associated with the pilot implementation of the urban government model and the consolidation of rural government in Hanoi City".

Mr. Dung assessed that after nearly 2 years of implementation, the contents, goals and targets of the Project have been seriously and practically implemented by the People's Councils at all levels of the city, with many innovative, scientific and effective methods and have initially had very clear impacts and changes.

“The organizational apparatus and important activities of the City People's Council have been standardized according to regulations and procedures, ensuring strictness, synchronization, unity, and improving quality. Supervision activities spread innovation, substance, and improve effectiveness and efficiency in accordance with Resolution No. 594 dated September 12, 2022 of the National Assembly Standing Committee. Supervision contents are carefully selected, with focus and key points, focusing on important and urgent issues that voters are interested in such as: slow-to-implement projects, public asset management, administrative reform, digital transformation, environmental fields, wastewater and waste treatment, synchronous investment in technical infrastructure and social infrastructure in urban areas.
